February 20, 2017
Present: Jennifer Kochman, Mike Simoneau, Naa Aku Addo, Glenn Sproul, Paul Steinman, Rebecca Poque e, Maggie

Mee ng was called to order at 5:04 pm.
Changes to the Agenda: Jennifer added possible student representa ve on the commi ee discussion to agenda, no
comments from the public.
Discussion of possible student representa ve on the commi ee: Jennifer men oned that at the January 9th City Council
mee ng, it was discussed that a student representa ve might be added to the commi ee. Jennifer asked the commi ee to
think about the objec ves for this involvement will look like.
Approval of January 16 Mee ng Minutes: Glenn suggested to include “Mr. Dimasi was encouraged to take the Red Clover
proposal to the Natural Resources Commi ee for considera on” in the minutes. With these changes, the minutes were
approved.
Director’s Reports: Maggie presented on the highlights of the Father Daughter Dance. This year’s event generated a
significant revenue of $2,100. Mike men oned that he was impressed with the me that went to decora ng the revenue.
Gra tude was expressed to the department for pu ng on such a wonderful event. Maggie advised that the department
purchased a trailer. This trailer will be like a moving billboard that features informa on on health equity, recrea on and
park, etc. The twi er account of the department is also quite ac ve. Maggie advised that the commi ee check out the
Twi er page. Discussion have begun with the Mozart Fes val. The first and last concert will probably take place at the Barn
at Shelburne Farms. Maggie men oned that the community garden fees went up. Dumont Park received an award for its
design. An invasive volunteer clean-up training will be happening at Dumont Park on April 29th. There will be professionals
aiding with this training to iden fy what exactly is characterized as invasive. Neighbors and volunteers will be asked to help
with the invasive clean-up on May 20th. Maggie advised that there will be a new brochure coming out for Red Rocks. Per
the Open Space Fund, Red Rocks will be undergoing transforma on this summer.
Smoking Policy: Maggie presented the smoking policy to the commi ee. Mike made a mo on for accep ng the policy and
then opening it up for a discussion. Glenn seconded. Glenn suggested that “City” be included in the en re policy and
should read: “Smoking shall be prohibited in all City Parks including all City playgrounds, natural areas, beaches, athle c
fields bleachers, as well as event areas and venues. It shall be within the discre on of the Director of Recrea on and parks
to designate specific-smoke-free areas within any City park as well as to properly post and maintain “No Smoking” signs
clearly and conspicuously throughout the smoke-free areas of the Parks “with these addi ons and changes, the smoking
policy was approved by the commi ee.
Comprehensive Plan Assignment: Jennifer asked commi ee members about the best approach for this assignment. Be y
advised that the Natural Resources Commi ee has begun working on this as well. Jennifer men oned that it will be a
healthy exercise for the commi ee to iden fy at least 10 objec ves and 20 strategies. The commi ee iden fied objec ves
#5, 10, 11, 12, 33, 34, 35, 41, 43, 47, 49, 53, 57, and 60 as priori es. Maggie and Jennifer volunteered to go through the
worksheet and plug the iden fied objec ves. The commi ee is tasked with iden fying at least 20 strategies that are
relevant to the commi ee. This list will be sent to Jennifer by February 27th
Orienta on and Mission Statement: Jennifer revised the mission statement. Glenn suggested that we include “…. Maintain
recrea on facili es and recrea on open space” in the mission statement. Mike made a mo on to accept the orienta on
and mission statement. Paul seconded. With this the orienta on and mission statement of the commi ee was approved
Reports from Liaisons to Other Commi ees:
City Council: Nothing to report
SB Land Trust: Paul: Paul advised that the Annual Land Trust mee ng will be held on March 26th. The Commi ee will also
be taking the lead on Green Up Day.
Bike & Ped: Nothing to report
Natural Resources: Nothing to report
Library Board: Nothing to report
School Board Nothing to report
Winooski Valley Park District: Nothing to report
Design Review Commi ee: Jennifer reported that on March 6th the community will have an opportunity to provide input
on the proposals received.
Planning Commission: Nothing to report
Leadership: Nothing addi onal to report
Energy: Nothing to report
Mee ng was adjourned at 6:45pm
