HomeMy WebLinkAboutMinutes - Recreation and Parks Committee - 02/20/2017 APPROVED with amendment 3-20-17 South Burlington Recreaon & Parks Commiee February 20, 2017 Present: Jennifer Kochman, Mike Simoneau, Naa Aku Addo, Glenn Sproul, Paul Steinman, Rebecca Poquee, Maggie Leugers Regrets: George Donovan Also present: Bey Milizia Meeng was called to order at 5:04 pm. Changes to the Agenda: Jennifer added possible student representave on the commiee discussion to agenda, no comments from the public. Discussion of possible student representave on the commiee: Jennifer menoned that at the January 9th City Council meeng, it was discussed that a student representave might be added to the commiee. Jennifer asked the commiee to think about the objecves for this involvement will look like. Approval of January 16 Meeng Minutes: Glenn suggested to include “Mr. Dimasi was encouraged to take the Red Clover proposal to the Natural Resources Commiee for consideraon” in the minutes. With these changes, the minutes were approved. Director’s Reports: Maggie presented on the highlights of the Father Daughter Dance. This year’s event generated a significant revenue of $2,100. Mike menoned that he was impressed with the me that went to decorang the revenue. Gratude was expressed to the department for pung on such a wonderful event. Maggie advised that the department purchased a trailer. This trailer will be like a moving billboard that features informaon on health equity, recreaon and park, etc. The twier account of the department is also quite acve. Maggie advised that the commiee check out the Twier page. Discussion have begun with the Mozart Fesval. The first and last concert will probably take place at the Barn at Shelburne Farms. Maggie menoned that the community garden fees went up. Dumont Park received an award for its design. An invasive volunteer clean-up training will be happening at Dumont Park on April 29th. There will be professionals aiding with this training to idenfy what exactly is characterized as invasive. Neighbors and volunteers will be asked to help with the invasive clean-up on May 20th. Maggie advised that there will be a new brochure coming out for Red Rocks. Per the Open Space Fund, Red Rocks will be undergoing transformaon this summer. Smoking Policy: Maggie presented the smoking policy to the commiee. Mike made a moon for accepng the policy and then opening it up for a discussion. Glenn seconded. Glenn suggested that “City” be included in the enre policy and should read: “Smoking shall be prohibited in all City Parks including all City playgrounds, natural areas, beaches, athlec fields bleachers, as well as event areas and venues. It shall be within the discreon of the Director of Recreaon and parks to designate specific-smoke-free areas within any City park as well as to properly post and maintain “No Smoking” signs clearly and conspicuously throughout the smoke-free areas of the Parks “with these addions and changes, the smoking policy was approved by the commiee. Comprehensive Plan Assignment: Jennifer asked commiee members about the best approach for this assignment. Bey advised that the Natural Resources Commiee has begun working on this as well. Jennifer menoned that it will be a healthy exercise for the commiee to idenfy at least 10 objecves and 20 strategies. The commiee idenfied objecves #5, 10, 11, 12, 33, 34, 35, 41, 43, 47, 49, 53, 57, and 60 as priories. Maggie and Jennifer volunteered to go through the worksheet and plug the idenfied objecves. The commiee is tasked with idenfying at least 20 strategies that are relevant to the commiee. This list will be sent to Jennifer by February 27th Orientaon and Mission Statement: Jennifer revised the mission statement. Glenn suggested that we include “…. Maintain recreaon facilies and recreaon open space” in the mission statement. Mike made a moon to accept the orientaon and mission statement. Paul seconded. With this the orientaon and mission statement of the commiee was approved Reports from Liaisons to Other Commiees: City Council: Nothing to report SB Land Trust: Paul: Paul advised that the Annual Land Trust meeng will be held on March 26th. The Commiee will also be taking the lead on Green Up Day. Bike & Ped: Nothing to report Natural Resources: Nothing to report Library Board: Nothing to report School Board Nothing to report Winooski Valley Park District: Nothing to report Design Review Commiee: Jennifer reported that on March 6th the community will have an opportunity to provide input on the proposals received.
