Meeting was called to order at 5:03 pm.
Mike reviewed the safety procedures.
Changes to the Agenda: Jennifer added progress on orientation and the Annual Report.
Approval of December 18 2017 Minutes: Paul Steinman made the motion to approve, seconded by Mike Simoneau. No discussion.
The minutes were approved unanimously.
Director’s Report: Maggie
· Maggie announced that Darla Champaign has re red. Meet and Greet, registra on, and other du es are being
incorporated into a City Welcome Center, now being constructed in City Hall.
· City Council reviewed the department budget. Funding for Bikes and Bites was not included in the budget.
Maggie is looking for a sponsor to donate $27,000.
· Department staff changes: Maggie’s posi on is now three days a week or 20 to 30 hours; Maggie’s role will be
taking on special projects; Holly Baker has been gradually assuming the day to day opera ons, and will now serve
as Interim Director.
· Dog Park Commi ee: The commi ee plans to meet 3 or 4 mes, beginning Jan. 30.
· The Valen ne’s Day dance Feb. 8 needs volunteers. This event replaces the Father/Daughter Dance. A
counterpoint to that for Mothers will be held April 18.
· Ilona Blanchard is looking to R and P and Natural Resources Commi ees for sugges ons in planning an event to
refine the vision for City Center Park, probably to be held in July More to come.
Wheeler Task Force Presenta on to City Council, and other items: Jennifer
· The Wheeler Nature Park Conserva on Easement Task Force presented the Framework to City Council January 3,
Donna Laban and Jennifer Kochman presen ng. City Council had ques ons about the next steps. Many Task Force
members were in a endance.
· Jennifer met with Travis Ladd, R and P Department Staff, so that he can file R and P Orienta on documents into
the Recrea on and Parks website. Jennifer asked commi ee members if they wished to have their email
addresses and phone numbers listed on the public website. That informa on will be listed for officers only.
· The Recrea on and Parks Commi ee Annual Report (a ached to Agenda) will be included in full in the R and P
Department website. Maggie will take excerpts from it to include in the City documents.

City Council: Mike had no report

SB Land Trust: Paul a ended that last mee ng.
Library Board: Glenn commented on the new library; the grand opening is January 23, 2018 at 5:30.
School Board: no report
Winooski Valley Park District: George was absent
Planning Commission: Cathyann LaRose said the Planning Commission will meet Feb. 13 or 27 to further the PUD process,
and invited R & P members to a end.
Design Review/Public Art: Jennifer has been reappointed.
Leadership: Jennifer and Mike had no report.
Development Review Board: ???

PUD’s: Cathyann LaRose and Mark Kane
The Planning Commission has been working with Front Porch Planning and Development and the SE Group to develop a
set of guidelines and processes for Planned Unit Development. Mark and Cathyann concentrated their presenta on on
the Typologies contained in the Phase I Project report of August 2016.
In the past PUD’s have been passed by inclusion of waivers to the LDR’s. How can the city be er plan for
development? How do we create new spaces, and think about revitalizing exis ng developed spaces? Cathyann
and Mark are discussing PUD’s with several commi ees.
The Typologies offer a set of scenarios ranging from agricultural to urban, low to high density, and they include
considera on of connec vity, open space, residen al and commercial development, rain water ponds, and more.
They allow for examina on of the proposed property to be considered in rela on to other city ameni es and
proper es.
PUD’s give developers a set of up-front expecta ons, and several developers have been included in the process.
Recrea on and Parks Commi ee passed a resolu on to include open space in development in Dec. 2012. Since
that me developers have come to R and P Commi ee for recommenda ons and comments on their plans. The
work on PUD strategies will give R and P Commi ee and other commi ees a be er set of guidelines in the review
process.

Long-term needs must be considered as the city evolves.
PUD progress will be on the Planning Commission agenda Feb. 13 or 27.
