FINDINGS OF FACT AND DECISION
STATE OF VERMONT
COUNTY OF CHITTENDEN
CITY OF SOUTH BURLINGTON
Re: Findings of Fact, design review application #DR-0 1-09 of Dorset Square Associates to
amend a previously approved 54,480 square foot shopping center with four (4) buildings.
The amendment consists of installing a door and window on the north fagade of the
southern wing of the main building, 150 Dorset Street.
On the I Oth of July 2001, the South Burlington Development Review Board approved the
design review application of Dorset Square Associates, under Section 24.20 of the South
Burlington Zoning Regulations based on the following findings:
1. This project consists of amending a previously approved 54,480 square foot shopping
center with four (4) buildings. The amendment consists of installing a door and
window on the north fagade of the southern wing of the main building, 150 Dorset
Street.
2, The owner of record is Dorset Square Associates.
3. This property located at 150 Dorset Street lies within the C1 and CDI Districts. It is
bounded on the north by Market Street and several retail establishments, on the east by
Doi -set Street and the several small residences that have been converted to office use, on
the south by the undeveloped land and several single-family residences, and on the west
by a restaurant.
4. Consistent Design. The proposed door and window on the north fagade of the south
wing will create a new storefront to an area currently devoid of any architectural
detailing. The north fagade of this wing is currently blank except for the restaurant at
the western edge. The proposed storefront will occupy an area on the eastern edge of
the facade and will give symmetry to the fagade. The proposed materials, colors, and
dimensions of the door and window will be similar to those currently present on the
building. The proposed alterations are consistent with the design of the building.
5. Materials Used: The new door and window will utilize single panes with metal
frames to match the existing storefront currently present in the shopping center. Any
patching to the siding will be done to match the existing siding.
6. Colors and Textures: The window and door will have bronze colored frames to match
the adjacent storefronts. Any touch up painting that will need to be done to the siding
will be done with blue paint to match the existing.
7. Windows & Doors: One door and one window will be added to the north facade of
the south wing. This is a fagade that currently only has one entrance, for a restaurant,
on the western comer of the building. The introduction of a new door and window
will create a storefront on the eastern edge and balance the fagade. The new
storefront will also increase the amount of see -through glass on the fagade. Increased
levels of see -through glass are encouraged in the Zoning Regulations as it is thought
to promote pedestrian activity.
8. Human Scale Design: The two bays proposed to be added to the building will
increase the degree to which the building is of a "human scale". More bays and
undulations break up the mass of a building. This will make the building less
imposing and more approachable.
9. Roof as a Design Element: No changes were proposed to the roof.
10. Orient Buildings to Public Streets: The proposed door and window will increase the
communication between the building and the street. The addition of a storefront the
to north faqade will present a more inviting fagade to both pedestrians and
automobilists entering the shopping center from Dorset Street or Market Street.
Currently, the north faqade of this wing is blank except for the restaurant at the
eastern end of the wing.
11. Conceal Rooftop Devices: No new rooftop devices were proposed.
12. Landscape and Plantings: No changes to the present landscaping were proposed.
13. Efficient and Effective Circulation: No changes to the parking layout were proposed.
The new storefront will not result in any changes to the sidewalk along the building,
14. Outdoor Lightiqg:_No changes were proposed to the existing lighting. No new
lighting fixtures were requested.
15. special Features: None proposed.
DECISION AND CONDITIONS
Based on the above Findings of Fact, the South Burlington Development Review Board
approves the design review application #DR-01-09 of Dorset Square Associates to amend
a previously approved 54,480 square foot shopping center with four (4) buildings. The
amendment consists of installing a door and window on the north faqade of the southern
wing of the main building, 150 Dorset Street, as depicted on a three (3) page set of plans,
entitled "Dorset Square Mall Dorset Street South Burlington Vermont", prepared by
Michael Dugan, dated 12/1/97, last amended on 6/18/0 1, with the following stipulations:
1. All previous approvals and stipulations which are not superseded by this
approval shall remain in effect.
2. This approval of the proposed addition is based on the application's
compliance with the design review criteria contained in Section 24 of the
South Burlington Zoning Ordinance. The determination of whether or not this
application complies with all other requirements contained in the zoning
ordinance shall be made by the Administrative Officer.
3. The applicant shall obtain a zoning permit within six (6) months pursuant to
Section 27.302 of the zoning regulations or this approval is null and void.
4. The applicant shall obtain a Certificate of Occupancy/Compliance from the
Administrative Officer prior to occupancy of the new store.
5. Any change to the site plan shall require approval by the, South Burlington
Design Review Committee.
