FINDINGS OF FACT AND DECISION

Re: Design Review Application #DR-01-19— Storefront Alteration — Dorset Square
Associates, 150 Dorset Street.
On the 5ti, of February 2002, the South Burlington Development Review Board approved
the request of Dorset Square Associates seeking design review approval under Section
24.30 of the South Burlington Zoning Regulations based on the following findings:
1) This project consists of amending a previously approved 54,480 square foot
shopping center with four (4) buildings. The amendment consists installing
different windows then previously approved (Clay's and State Farm Insurance)
and relocating an entryway (Clay's) on the north fagade. Both storefront changes
are on the southern wing of the main building, 150 Dorset Street. The Design
Review Committee last approved storefront modifications (State Farm Insurance)
for this property on September 24, and (Clay's) August 28, 2001.
2) The owner of record is Dorset Square Associates.
3) This property located at 150 Dorset Street lies within the Cl and CDI Districts. It
is bounded on the north by Market Street, on the east by Dorset Street and the
several -_mall residences that _have been converted to office use, on the south by
the undeveloped land and several single-family residences, and on the east by a
restaurant.
4) Consistent Design: The door and windows on the north fagade (Clay's) of the
south wing are similar to what was originally approved (8/28/01) with minor
changes in window construction and door placement.
5) The other recently installed storefront is on the eastern side of the north elevation,
near Play it Again Sports and was approved on September 24, 2001. The
materials, colors, and dimensions of both storefronts are similar to those currently
present on the building. The proposed alterations are consistent with the design of
the building. Staff had no problem with the storefronts and did not recommend
any further improvements.
6) Materials Used: Each section of the new windows utilize two panes of glass (one
large and one small) with metal frames to match the existing storefronts present in
the shopping center. The doors consist of a single pane of glass and match
existing doors.
7) Colors and Textures: The window and door will have bronze colored frames to
match the adjacent storefronts. Any touch up painting that will need to be done to
the siding will be done with blue paint to match the existing.
8) Windows & Doors. The addition of the storefronts create a better balance across
the front of the fagade. The storefronts increase the amount of see -through glass
on the facade. Increased levels of see -through glass are encouraged in the Zoning
Regulations promotes pedestrian activity.
9) Human Scale Design: The addition of the windows and doors to the building
increases the degree to which the building is of a "human scale". More bays and
undulations break up the mass of a building and gives it a visual interest.
10) Roof as a Design Element: No proposed changes to the roof.
II)Orient Buildings to Public Streets: The windows increase dialog with the
pedestrian way. The addition of the windows and doors present a more inviting
far,ade to both pedestrians and automobilists entering the shopping center from
Dorset Street or Market Street.
12) Conceal Rooftop Devices: None proposed.
13) Landscape and Plantings: None proposed.
14) Efficient and Effective Circulation. No proposed changes to the parking layout.
The storefronts and change in window construction do not result in any changes
to the sidewalk along the building.
15) Outdoor Lighting: No proposed changes to the existing lighting.
16) S vial Features: None proposed.
DECISION AND CONDITIONS
Based on the above Findings of Fact, the South Burlington Development Review Board
approves design review application #DR- 01-19 of Dorset Square Associates to amend a
previously approved 54,480 square foot shopping center with four (4) buildings. The
amendment consists installing different windows then previously approved (Clay's and
State Farm Insurance) and relocating an entryway (Clay's) on the north fagade. Both
storefront changes are on the southern wing of the main building, 150 Dorset Street., as
depicted on a plan entitled "Dorset Square Mall Dorset Street South Burlington,

Vermont", prepared by Michael Dugan, Architects, with a last revised date of 11/30/01,
with the following stipulations:
1) This approval of the proposed addition is based on the applications compliance
with the design review criteria contained in Section 24 of the South Burlington
Zoning Ordinance. The determination of whether or not this application complies
with all other requirements contained in the zoning ordinance shall be made by
the Administrative Officer.
2) The applicant shall obtain a zoning permit within six {6) months pursuant to Section
27.302 of the zoning regulations or this approval is null and void.
3) The applicant shall obtain a Certificate of Occupancy/Compliance from the
Administrative Officer.
4) Any change to the site plan shall require approval by the South Burlington Design
Review Committee.

24 V.S.A. § 4471 and V.RC.P. 76, in writing, within 30 days of the date this decision is issued. The fee is
$150. 00. If you fail to appeal this decision, your right to challenge this decision at some future time may he
lost because you waited too long. You will be bound by the decision, pursuant to 24 V.S.A. § 4472(d)
(exclusivity of remedy; finality).
