(5:00) Call meeting to order

Approve minutes from May 18 meeting
Brief reports from liaisons to other committees, except Planning
Commission
(5:30) Planning Commission: draft Comprehensive Plan; ongoing work by
Maggie, Holly Baker, Glenn and Jennifer; our recommendations to be
sent to this committee before being submitted to Planning
Commission
(5:45) Director’s Report (program updates, planning for CityFest on August
15, information booth for Recreation & Parks Department)
(6:10) Preliminary discussion of a suggestion from Maggie that we add
language to our Committee Bylaws providing for the Committee
to offer regular guidance and oversight to the Director and the
Department; see below for possible language (new paragraph B)
(6:25) Next meeting: Monday, July 20 (organizational meeting, update on
plans for CityFest August 15)

Suggested language change for Recreation & Leisure Arts Committee Bylaws:
Article II
Duties and Purpose of the Committee
A. The Committee shall consult with and advise the Director of Recreation and Parks
in matters affecting recreation programs. These matters shall include:
1. Review of park/facility related projects
2. Review of program offerings
3. Review of department policies
4. Review of finances and proposed budgets
5. Assisting in the development of long-range planning, including needs
assessment and setting priorities
6. Providing interface and collaboration with other city committees
7. Other matters as they arise
B. The Committee will meet at least once a year in Executive Session with the
Director of Recreation and Parks to discuss ways the Department of Recreation
and Parks and the Committee can improve their functioning and collaboration.
C. The Committee will be involved in the selection of a new Director of
Recreation and Parks.
D. The Committee will provide support to the Director’s annual presentation to
the City Council of budget and other matters.
E. The Committee will serve as
1. Representatives of the community
2. Advocates of the department and its mission
3. Citizen advisory committee to City Council
