FINDINGS OF FACT AND DECISION
STATE OF VERMONT
COUNTY OF CHITTENDEN
CITY OF SOUTH BURLINGTON
Re: Application of Twin State Signs seeking design approval for a master signage plan at
150 Dorset Street.
On the 4t' of December, 2001, the South Burlington Development Review Board
approved the request of Twin State Signs for design review approval under Section 23 of
the South Burlington Sign Ordinance based on the following findings:
1) This project consists of amending the master signage plan for the Blue Mall. The
amendment consists of 1) replacement of the existing internally illuminated sign box
with neon illuminated channel letters with white plex faces, 2' 5/16" x 8', 2) a
internally illuminated aluminum box sign with gray background and white letters, I I"
x 5' 10", and 3) change blank panel on externally illuminated freestanding sign with a
blue sign panel with white letters reading"AERUS".
2) The owner of record is Dorset Square Associates.
3) This property is located within the C1 District and Central District 1 zones on a parcel
bounded by Market Street to the north, Dorset Street to the west, single-family
residences to the south, and undeveloped land to the east.
DESIGN REVIEW CRITERIA
FREE STANDING SIGN
4) Computation of maximum allowable size: "Freestanding signs may not exceed 32
square feet in overall dimensions and may be no higher than 12 feet... " [Section 8 (e)
(4) South Burlington Sign Ordinance]. The sign as currently in place is 32 square
feet, 12 feet high.
5) The addition of the "AERUS" blue panel sign with white letters is consistent with
what is currently in place within the externally lit freestanding sign. The design of
the sign faces is consistent with City Center goals, with graphics that are pedestrian
oriented and aesthetically pleasing. The base of the sign is well landscaped and
attractive.
WALL SIGN
6) Consistent Design: The wall sign is located in the soffit area of the building facade
facing the parking area along Dorset Street. All of the adjacent signs located in this
shopping center are in the same general soffit area. None project above the roof or
parapet of the building or below the top of any first floor doorway. The proposed
sign will utilize a gray background, which reads as opaque with white letters, and
therefore reduce the glare of the sign, and the cut out letter sign is similar to others
adjacent to it. The sign. is in keeping with the high aesthetic qualities expected of the
City Center District. The proposed sign area is 8 square feet for the cut out portion
and, 5.34 square feet for the box portion of the sign totaling 13.34 square feet. The
total allowable wall sign area is 13 square feet
7) Color and Texture: The sign utilizes a gray background, white lettering, white cut out
letters with an orange detail. The three predominant colors of the sign are gray,
white, and orange. The colors proposed complement the adjacent signage and
building color. The signage is aesthetically interesting due to the graphic nature of
the company's logo.
8) Materials: The construction of the proposed wall sign is an aluminum case with black
finishes and plastic faces. This is similar to existing signs within the shopping center.
The proposed sign is therefore deemed to be designed and constructed of suitable
materials.
ADDITIONAL SIGN ORDINANCE CRITERIA:
9) Location of Features: The locations of the proposed signs are noted.
10) Computation of Maximums: Included in the application are the number and size of
the proposed signs, and the maximum allowable size.
11) Color Scheme: A variety of colors are utilized in signs on the property. The red cut-
out letter wall signs predominate. The proposed wall sign conforms with the existing
signs on this fagade. The free standing sign utilizes a blue background with white
lettering and a small amount of red trim. The proposed sign panel will uses a blue
background with white lettering.
12) Lettering or Graphic Style: The majority of the wall signs employ cut out block or
script lettering. The proposed wall sign will utilize cut-out letters. The freestanding
sign utilizes block letters.
13) Lighting: The signs on this property use internal illumination. The freestanding sign
is indirectly illuminated.
14) Location of Signs on Buildings: The majority of the wall signs are located over the
storefronts below the roof line.
15) Material: The majority of the wall signs employ a plastic or luxan material.
16) Sign Proportions: The wall sign is slightly greater then the allowed signage.
17) Consent: The owner of the property signed the design review application submitted.
18) Existing Signs Not Conforming: None.

DECISION AND CONDITIONS
Based on the above Findings of Fact, the South Burlington Development Review Board
approves design review application #DR-01-18 of Twin State Signs to: 1) replace the
existing internally illuminated sign box with neon illuminated channel letters with white
plex faces, 2' 5/1.6" x 8', 2)install an internally illuminated extruded aluminum box sign
with gray background and white letters, I I" x 5' 10", and 3) change blank panel on
externally illuminated freestanding sign with a panel with blue background and white
letters reading "AERUS" as depicted on a two (2) page set of plans, page one (1) entitled
"Aerus Electrolux 150 Dorset Street Bu(r)lington, VT Branch #2101", 150 Dorset Street,
with the following stipulations:
1) All previous approvals and stipulations which are not superseded by this approval
shall remain in effect.
2) This approval of the proposed sign design is based solely on the application's
compliance with the design review criteria contained in Section 4 of the South
Burlington Sign Ordinance. The determination of whether or not this application
complies with all other requirements contained in the sign ordinance shall be made by
the Code Officer.
3) The applicant shall obtain a sign permit pursuant to section Five of the Sign
Ordinance or this approval is null and void.
4) Any change to the Master Signage Plan shall require review by the South Burlington
Development Review Board.

24 V.S.A. § 4471 and V.RC.P. 76, in writing, within 30 days of the date this decision is issued. The fee is
$150.00. If you fail to appeal this decision, your right to challenge this decision at some future time may be
lost because you waited too long. You will be bound by the decision, pursuant to 24 V.S.A. § 4472(d)
(exclusivity of remedy; finality).
