HomeMy WebLinkAboutDR-02-12 - Decision - 0150 Dorset Street# DR-02-12 FINDINGS OF FACT AND DECISION STATE OF VERMONT COUNTY OF CHITTENDEN CITY OF SOUTH BURLINGTON Re: Master signage permit application #DR-02-12 of Dorset Square Associates for approval of a master signage plan, 150 Dorset Street. On the 1 stof October 2002, the South Burlington Development Review Board approved the request of Dorset Square Associates seeking master signage approval under Section 8 of the South Burlington Sign Ordinance, based on the following findings: 1) This project consists of a request for approval of a master signage plan for 150 Dorset Street. 2) The owner of record is Dorset Square Associates. 3) This property located at 150 Dorset Street lies within the Design District 1 and Central District 1. It is bounded on the north by Market Street, on the east by Dorset Street, on the south by the undeveloped land and several single-family residences, and on the east by a restaurant. DESIGN REVIEW CRITERIA/MASTER SIGNAGE PERMIT Freestand n Sign 4) Sign Area: The total allowable sign area for a freestanding sign is 32 sq ft. The existing sign is a 32 sq ft. internally illuminated shaped ribbon sign box with a non - illuminated sign board with blue acrylic sign panels. 5) Color Scheme: The color scheme of the freestanding sign is red, white, and blue. There is space for additional tenants on blue acrylic sign panels. 6) Lettering or Graphic Style: All tenant signs are exactly the same font. 7) Lighting_ The ribbon portion of the freestanding sign is internally lit. The other tenants signs are not lit. 8) Material: The predominant material of the freestanding sign is plastic. 9) Shape: The ribbon portion of the sign is the only distinct shape. The remainder of the sign consists of rectangular panels for the other tenants. Wall Signs 10) Location of features: The applicant proposes to locate all wall signs within the soffit area of the Blue Mall, as shown in the accompanying documentation. 11) Color Scheme: The master signage plan includes three colors for the individually illuminated letters, red, white, and yellow, with accent colors of orange, pink, blue and green. The color choices for box signs are as follows black, blue, and red. Copy colors may be one of the following choices red, white, or yellow. The copy colors will be illuminated only, not the background color. 12) Lettering or Graphic Style: A sample of font styles is provided by the applicant and include serif and san serif letter types. The applicant also reserves the right to allow corporate logo letter styles within the proposed master signage plan. 13) Lighting_ All signs will be internally illuminated box signs or individual channel letters. 14) Material: All signs will be constructed of a plastic material. All backgrounds on box signs will be non -translucent to reduce glare. 15) Shape: All signs on the property will either be individual letters or rectangular box signs. 16) Computation of Maximums: The total sign are of all wall signs is 15% of the principal public fagade of each building or 150 square feet per building (whichever is smaller). There are three buildings on the property which allows a maximum of 450 square feet. Currently the property uses 362.57 square feet, which leaves 88 square feet available for use by other tenants. 17)Non-Conforming Signs: The applicant was made aware that Cosmos' box sign and awning sign are non -conforming signs, and under Section 24 (0, "on or before June 3, 2009 all non -conforming signs shall be removed or lawfully replaced..." DECISION AND CONDITIONS Based on the above Findings of Fact, the South Burlington Development Review Board approves the master signage permit application #DR-02-12 of Dorset Square Associates seeking approval for an master signage plan, as depicted on a twenty (20) page set of plans, page one entitled "Master Signage Plan The Blue Mall 150 Dorset Street", prepared by Twin State Signs, with the following stipulations: 1. All previous approvals and stipulations which are not superseded by this approval shall 2 1. All previous approvals and stipulations which are not superseded by this approval shall remain in effect. 2. This approval of the proposed master signage plan is based on the application's compliance with the master signage permit criteria contained in Section 8 of the South Burlington Sign Ordinance. The determination of whether or not this application complies with all other requirements contained in the sign ordinance shall be made by the Code Officer. 3. Any change or addition to signage at 150 Dorset Street shall require approval by the South Burlington Design Review Committee. 4. The applicant shall obtain a sign permit prior to installation of any new signage. 5. Any amendment to the master signage plan shall require approval by the South Burlington Development Review Board. 0 Chair or Date South Burlington Development Review Board Please Note: You have the right to appeal this decision to the Vermont Environmental Court, pursuant to 24 V.S.A. § 4471 and V.R.C.P. 76, in writing, within 30 days of the date this decision is issued.
