HomeMy WebLinkAboutMinutes - Natural Resources Committee - 01/06/2016South Burlington Natural Resources Committee 575 Dorset Street South Burlington, VT 05403 (802) 846-4106 www.sburl.com Wednesday, January 6, 2016 6:00pm South Burlington Municipal Offices, 575 Dorset Street MEETING MINUTES for Regular Monthly Meeting APPROVED 2/3/2016 Present: Betty Milizia (NRC Chair), Patrick Clemins (NRC Clerk), Russell Agne (NRC Member), Melissa Cuke (NRC Member), Cathyann LaRose (NRC Staff Liaison - SB City Planner) The meeting was called to order at 6:14pm. Approval of 10/06/2015 and 12/02/2015 Minutes: Agne moved to approve the 10/06/2015 and 12/02/2015 minutes. Cuke seconded. The minutes were unanimously approved. Updates: The Comprehensive Plan revision continues to move forward with City Council Public Hearings. The second (and possibly final) hearing is at the February 1st council meeting. The Planning and Zoning Department is in the process of hiring a Development Review Planner. Recently, there has been discussion at City Council meetings about whether Wheeler Nature Park should be permanently conserved. There was an original conservation agreement, but the duration, size, details, and legal mechanism for that conservation easement are under debate. The Council decided that city committees should take a first pass at what the conservation easement would look like. After much discussion about process, it was decided that the Committee would form a small working group with some members of the Recreation and Leisure Arts Committee to draft a set of recommendations for the conservation easement. Committee Mission: Milizia presented the mission statements and the activities and responsibilities of similar committees in nearby communities. Discussion ensued on what components from those mission statement might be appropriate for this Committee. Committee members will send their thoughts to Milizia prior to the next meeting and she will use that feedback to draft a mission statement for discussion at the next meeting. Action Items: · Committee: Consider development that would be allowed, possibly allowed, or not at all allowed in the Wheeler Nature Park conservation easement. Send ideas to Betty for compilation. · Committee: Send Betty phrases and ideas that you would like to see in our Committee mission statement. · Milizia and LaRose: Establish a working group with Recreation and Leisure Arts Committee to work on Wheeler Nature Park conservation easement. · Milizia and LaRose: Schedule visits from the Williston Conservation Commission, the Winooski Valley Park District, Fellowship of the Wheel and Bernie Paquette at a future Committee meeting. Next Meetings: The Natural Resources Committee normally meets on the first Wednesday of each month. The next meeting will be: · February 4th, 6:00pm – Discussion on recommendations for Wheeler Nature Park conservation easement. Meeting adjourned at 8:11pm. Respectfully submitted, Patrick Clemins
