MEETING MINUTES for Regular Bi-Monthly Mee ng
Present: Larry Michaels (NRC Vice Chair), Patrick Clemins (NRC Clerk), Russell Agne (NRC Member), Cathyann
LaRose (NRC Staff Liaison - SB City Planner), Sarah Dopp (SB Land Trust), Lauren Friedgen (St. Michael’s College
Student), Reilly Dillon (St. Michael’s College Student)
The mee ng was called to order at 6:17 pm.
Comments from Public: Dopp announced that the Energy Commi ee is having a mini-fair on November 18th
from 6:00pm to 8:30pm at Ascension Lutheran Church.
10/1/14 Minutes: No quorum. Approval of minutes tabled.
Red Rocks Management Study: The Red Rocks Commi ee has requested public comment on their Red Rocks
Management Study - h p://goo.gl/tnKXgw. LaRose suggested that the Commi ee read the study for the next
mee ng and come with any proposed comments that we would like to make as a commi ee. LaRose was not
sure as to the follow-on ac vi es a er the plan is finalized and approved.
Wheeler Homestead Public Mee ng: Vince Bolduc s ll sounds enthusias c to moderate the community forum.
The Commi ee s ll needs to send Bolduc some prospec ve ques ons for the public outreach sec on. Michaels
will invite Bolduc to the December mee ng to have him help us finalize plans for the community forum.
Open Space Updates
· City Center: City staff is working through dra Form-Based Code and filling in the details required,
especially in terms of technical issues in the regula ons.
o Currently, in the city center T5 transect zone, required open space can be created offsite, but the
offsite loca on must be within the city center boundaries. LaRose asked the commi ee to reflect
on whether this was their inten on. The commi ee noted that the offsite open space should be
located nearby (either within TIF district, T5 zone, a certain radius, etc.). The commi ee also
agreed that the point of this provision was to allow developers to aggregate their open space
requirements to design useful open space as opposed to having a number of small, disjoint open
spaces of less prac cal use. LaRose suggested that we send some sugges ons to the Planning
Commission regarding this issue.
o LaRose asked the Commi ee to review Appendix F in the dra Form-Based Code and provide
comment to the Planning Commission.
· Underwood Commi ee: Parks and Recrea on director Todd Goodwin is taking a job in Williston. Thus,
the commi ee schedule is in a holding pa ern un l a new director is in place. The first mee ng will
consist of a site walk.
Good Ideas List: Dopp suggested that we update our wildlife survey for the SE Quadrant.
Ac on Items:
· En re Commi ee: Dra a few ques ons (5-10) that the Commi ee would like to see addressed
through the public outreach process. Send these ques ons directly to Vince Bolduc.
· En re Commi ee: Read the Red Rocks Management Study and come with proposed Commi ee
comments.
· En re Commi ee: Send the Planning Commission comments on the dra Form-Based Code regarding
T5 open space requirements and Appendix F.
Next Mee ngs: The Natural Resources Commi ee normally meets on the first Wednesday of each month.
The next mee ng will be:
· December 3rd, 6:00pm – Planning for Wheeler Homestead public outreach with Vince Bolduc.
