MEETING MINUTES for Regular Bi‐Monthly Meeting
Present: Laurel Williams (Interim NRC/OSC Chair), Patrick Clemins (NRC/OSC Clerk), Russell
Agne (NRC/OSC Member), Jeff Dickson (NRC/OSC Member), Jim Duncan (NRC/OSC Member),
Betty Milizia (NRC/OSC Member), Jennifer Kochman (OSC Member ‐ Rec and Leisure Arts Cmte),

Meeting called to order at 6:19pm.
9/25/2013 Minutes: There was a review and subsequent discussion of Robert’s Rule of Order
relative to the amending of minutes.
Clemins moved to table the 9/25/2013 minutes so that an amendment proposed by Kochman
could be included and reviewed. Dopp seconded the motion, and the motion passed.
Election of Officers for Natural Resources Committee: Dickson moved to elect Laurel Williams
as Chairperson, Betty Milizia as Vice‐Chairperson, and Patrick Clemins as Clerk for a term of
three months. Agne seconded, and the motion passed.
Comprehensive Plan Recommendations: The committee discussed proposed edits to the draft
Comprehensive Plans objectives and strategies pertaining to the Central District as compiled by
Murray. Some of the major topics of discussion were:
Making sure that the entire Potash Brook watershed, and specifically Tributary 3, was
included in the scope of the objectives and strategies, not just the Potash Brook itself;
Objective 43 and maximizing the accessibility and shared use of open space;
Including the concept of place making in the objectives and strategies;
Making sure the government complex mentioned in Strategy 183 is located in the City
Center, adjacent to the public green;
Concern over the intentions behind strategy 192 which proposes the development of a
stream alteration and wetland mitigation plan;
Preservation of some of the existing forestland and inclusion of trees in the streetscape
in the City Center;
Inclusion of an active recreation area in the public green; and
Inclusion of interactive art throughout the City Center.
Staff Report: LaRose announced a presentation on Thursday, October 10th from 2:00pm –
3:30pm by Wendi Goldsmith of the Bioengineering Group titled “Reducing Costs and
Environmental Impacts for Buildings, Sites, and Infrastructure through Green and Resilient
Design.” The presentation will be at the South Burlington City Hall, 575 Dorset Street.
Next Meeting: The next regular meeting of the Natural Resources Committee / Open Space
Committee will be Wednesday, October 23rd at 6:15pm. Future meetings will be on the first and
third Wednesdays of each month at 6:15pm.
Meeting adjourned at 8:02pm.
