MEETING MINUTES for Regular Monthly Meeting

Present: Betty Milizia (NRC Chair), Patrick Clemins (NRC Clerk), Russell Agne (NRC Member),
Melissa Cuke (NRC Member), Jeff Dickson (NRC Member), Cathyann LaRose (NRC Staff Liaison -
SB City Planner), Maggie Leugers (SB Director of Recreation and Parks)
The meeting was called to order at 6:03pm.
Comprehensive Plan Update: LaRose reported that the Comprehensive Plan will be released
for public comment on September 15th, making October 15th the deadline for public comment.
The Committee agreed to read the Comprehensive Plan Draft before the next meeting and
come prepared to contribute to a Committee comment on the Draft.
Wheeler Nature Park Improvements: Milizia and Leugers reported that the Vermont Youth
Conservation Corps did excellent work this summer to improve the Park trails. Leugers
estimated the value of the work at more than $25,000.
Collaboration with Recreation and Leisure Arts Committee: The Committee agreed that we
should schedule a joint committee meeting with the Recreation and Leisure Arts Committee
soon to discuss the use of newly acquired city property (Underwood, Dumont).
Underwood Property Site Walk: The Committee carpooled to the Underwood Property to
explore the site. The Committee generally discussed short-term, low-cost improvements to the
site that could improve community awareness of the recreation area and encourage some use
of the property. Two ideas that garnered the most enthusiastic support were to install signs at
the edges of the property so that passers-by would note that it is city property and open to the
public and the creation of cross-country ski paths through the forested section of the property
which link up to larger nearby ski trails. Leugers will look into both suggestions.
Action Items:
· Committee: Read the Comprehensive Plan Draft and be ready to contribute to a
Committee comment at the October meeting.
· Milizia and LaRose: Schedule a joint meeting with the Recreation and Leisure Arts
Committee.
· Milizia and LaRose: Schedule (Reschedule) visits from the Fellowship of the Wheel and
Bernie Paquette at a future Committee meeting.
· Michaels: Reach out to the Energy Committee regarding the Georgetown University
Energy Prize and how our Committee could help.
Next Meetings: The Natural Resources Committee normally meets on the first Wednesday of
each month.
The next meeting will be:
· October 7, 6:00pm – Prepare Committee Comment on the Comprehensive Plan Draft.
Meeting adjourned at 7:38pm.
