MEETING MINUTES for Regular Bi-Monthly Meeting
Present: Betty Milizia (NRC/OSC Vice Chair), Patrick Clemins (NRC/OSC Clerk), Russell Agne
(NRC/OSC Member), Jeff Dickson (NRC/OSC Member), Cathyann LaRose (NRC/OSC Staff Liaison
- SB City Planner), Sarah Dopp (SB Land Trust)
Meeting called to order at 6:05pm.
Agenda Changes: There was a request to add a discussion of the current status of the
Committee of Committees during the staff report.
6/4/2014 Minutes: Agne moved to approve the 6/4/2014 minutes and Dickson seconded. The
6/4/2014 minutes were approved unanimously.
Committee Membership: Because of frequent resignations over the last year, the Committee
currently has only 5 of 8 spots filled, making it difficult to reach quorum at meetings.
Therefore, the present committee members asked LaRose to research our options, which might
include petitioning the City Council to temporarily reduce committee membership or appoint
new members so that quorum can be more easily met.
Committee Structure and Future Meeting Dates: Discussion of committee structure was tabled
until we have a chance to discuss the committee membership options that LaRose presents at
the next meeting.
The Committee agreed to schedule future meetings on the first Wednesday of each month,
pending committee members’ availability.
Staff Report
Underwood Property Task Force: LaRose announced that the City Council is establishing a nine
person task force made up of five committee representatives and four members of the public
to provide recommendations for the future use of the Underwood Property with the help of a
paid consultant. The task force is scheduled to start work in mid-August and complete by the
January 1st, 2015. Agne volunteered to be the NRC’s representative to this task force. Clemins
moved to appoint Russell Agne as the NRC’s representative to the Underwood Property Task
Force. Dickson seconded and the motion passed unanimously.
City Committee Task Force: Clemins summarized the portion of the City Council minutes from
June 16, 2014 dedicated to the public comment period for the task forces’ revised committee
structure proposal. The committee expressed interest in having the proposal be a future
agenda discussion item.
Form-Based Code Draft for City Center: The committee reviewed the Form-Based Code Draft
for City Center. Discussions topics included:
Off-season use, location, and elements of outdoor seating areas;
The T3/T3+ 25% pervious surface requirement; and
A public realm requirement for open space for T5/T4 residential buildings.
The Committee agreed on the following:
We recognize the effort taken to consider the recommendations contained in the Open
Space Committee Report; and
A recommendation to include a 20% public realm requirement for open space for T4
residential buildings.
Clemins will draft a memo of the Committee’s comments for discussion at the next meeting.
Presentation of Open Space Committee Report: The Planning Commission has requested a
presentation of the Open Space Committee Report at their July 22nd meeting. Clemins was
selected to present the report on behalf of the Open Space Committee.
Next Meetings: The Natural Resources Committee normally meets on the first Wednesday of
each month.
The next meeting will be:
August 6th, 6:00pm – Finalize City Center Form Based Code Draft comments, election of
officers, and strategic planning.
