MEETING MINUTES for Regular Bi‐Monthly Meeting
Present: Laurel Williams (NRC/OSC Chair), Betty Milizia (NRC/OSC Vice Chair), Patrick Clemins
(NRC/OSC Clerk), Russell Agne (NRC/OSC Member), Cathyann LaRose (NRC/OSC Staff Liaison ‐
SB City Planner), Sarah Dopp (OSC Member ‐ SB Land Trust), Jennifer Kochman (OSC Member ‐
Rec and Leisure Arts Cmte)
OPEN SPACE COMMITTEE
Meeting called to order at 5:42pm.
Open Space Report Draft: Committee members each took a turn to provide general comments
on the report draft and draft strategies. The Committee then entered a general discussion to
generate comments for Sharon Murray, the Open Space Committee Consultant.
Much of the discussion was dedicated to focusing the four pages of draft strategies into a more
cohesive, directed message so that the Committees priorities would be clearer. During that
discussion, the Committee generated a few initial broad themes:
Our Open Space Strategy’s main goal should not be to control growth, but to best
manage our available open space resources through incentivizing sustainability.
There needs to be a more open process around the use of the Open Space Fund,
possibly involving the use of the NRC and R&LA scorecards.
There needs to be a framework for the maintenance of parks and open space.
The City Center Green Space.
Our city regulations need to include more detail in the type of open space being
regulated. Currently, regulations divide land into paved and unpaved, and there are
many types of functional open space between those two extremes.
The Committee will work on organizing the draft strategies list into more focused themes or
grand challenges over the next week.
Action Items for Committee:
Submit individual comments to Sharon
Think about broader themes / grand challenges and which strategies align with those
themes / challenges
Upcoming Planning Commission Meetings:
Tuesday, April 22nd – Planning Commission will discuss red‐lined draft of Form‐Based
Code for City Center
Tuesday, April 29th – Planning Commission has invited Form‐Based Code Committee to
their meeting
Committee Membership: Williams will be stepping down from the Committee next week. The
Committee thanked her for her service.
Clemins moved to remove Jonathon Miller’s name from the Open Space committee report.
Williams seconded. Motion passed unanimously.
Milizia moved to recommend to the city manager that Jonathon Miller be removed from the
Committee due to his absenteeism. Williams seconded. Motion passed unanimously.
Next Meetings: The next few regular meetings of the Natural Resources Committee / Open
Space Committee will be:
Wednesday, Apr 23nd at 5:30pm – Finalize OSC Report Draft with Murray
Early/Mid May TBD – Review of Revised Form‐Based Code Draft for City Center from
Planning Commission (Red‐lined draft will be available April 18nd by 5:00pm)
May TBD – Public Comment meeting on Final OSC Draft
