MEETING MINUTES for Regular Bi-Monthly Meeting:
Present: Peter Jones (Cmte Chair), Russell Agne (Cmte Member), Patrick Clemins (Cmte
Member), Betty Milizia (Cmte Member), Jonathan Miller (Cmte Member), Cathyann LaRose
(Staff), Helen Riehle (City Council), Barbara Benton (Planning Commission)
Meeting called to order at 7:23pm.
12/20/2012 Minutes: There were no edits to the minutes. Motion to accept the 12/20/2012
minutes was made by Agne and seconded by Milizia. Minutes were approved.
Election of Officers: Tabled until next meeting with the hope that more NRC committee
members will be present to express their views on the officer positions.
2013 Priorities and Work Plan: Discussion resulted in the determination of one top priority and
a variety of other priorities of equal ranking (original proposer in parentheses):
• Top Priority: Goals of the Interim Zoning Open Space Committee (Jones)
• Finish the Wheeler Management Plan and submit it to City Council for approval (Agne)
• Be involved in the discussions about and provide recommendations for future plans for
Wheeler Park’s Homestead Parcel (formerly leased by the National Gardening
Association) (Agne)
• Promote the establishment of and participate in a small working group, consisting of
representatives from other appropriate committees and city offices, engaged in
discussions about the desired location, size, and other characteristics of renewable
energy development with the hope of generating a set of recommendations regarding
new renewable energy development. (LaRose)
Open Space Working Group: Discussion continued from the last meeting on the Open Space
Committee’s vision statement, goals, priorities, and strategies as requested by City Council.
LeRose provides a URL – http://goo.gl/8hg0c – to the draft 2012-2016 South Burlington
Comprehensive Plan so that the Committee can browse it and look for ideas we can incorporate
from that document into our goals, priorities, and strategies.

LeRose and Paul Conner will be meeting with a potential consultant soon to finalize the
contract and scope of work.
Annual Report: Jones will put together a one page “NRC Year in Review 2012” for possible
inclusion in the city’s Annual Report.
Next Meeting: The next meeting of the Natural Resources Committee / Interim Zoning Open
Space Committee will be Thursday, January 17 at 7:00pm and will continue on the first and
third Thursdays of each month at 7:00pm until needed to expedite the work on the products
for the City Council.
Meeting adjourned at 9:06pm.
