South Burlington Dog Park Committee

Meeting Minutes
12-4-2018
Present: Barb Sirvis (at large), Mike Simoneau (RPC), Linda Chiasson (at large), Larry Kupferman (at
large), Maggie Leugers (Staff Advisor) Absent: Elizabeth/Betty Milizia (NRC).
Meeting started at 5:25PM
1) Safety Procedures were reviewed
2) The December 4 meeting agenda was adopted
3) The minutes from the November 26th meeting were approved as amended. Larry moved to approve and
Linda seconded.
4) Barb reviewed outcomes of a conversation she had with Justin Rabidoux, SB Public Works Director and
a meeting Betty had with Paul Conner, Director of Planning on list developed by DPC of park and
municipal property of possible dog parks. Certain properties on list were determined NOT SUITABLE FOR
CONSIDERATION. They were:
* The Scott property discounted because of limited access
* The South Village was discounted because site likely intended for other uses favored by the South
Village Association
* The Picard Circle option discounted because there no adequate parking
* The Bay Court option discounted because of its close proximity to residences
There are other options that remain under consideration.
4) The “site selection criteria matrix” was discussed. Committee members were encouraged to review
matrix and determine if it should be amended in any way.
5) Discussion of a recommendation from the Dog Park Task Force to include Jaycee Park as an “On-Leash”
park, adding it to existing City Park Ordinances. The DPC moved to accept recommendation of DPTF
unanimously. The DPC recommended Barb communicate with Chair of the Recreation & Parks Committee
and Director of Recreation & Parks Department this motion and to determine as a collaborative
recommendation to City Council.
6) DPC will begin to develop a survey seeking input from the SB Community on what they think is needed.
Surveys from Ann Arbor, Michigan and Denver, Colorado will be used as resources to help develop the SB
survey. Larry will generate draft to DPC.
7) Betty Milizia was nominated to represent the DPC on Interim Zoning Committee that will “identify and
prioritize existing open spaces, forest blocks and working landscapes”.
8) A motion was unanimously approved to submit the “Dog Park and Play Area PUD Standards” as
amended to the SB Planning Commission.
9) The committee discussed generating an article to The Other Paper that would inform the SB
Community of the Dog Park Committee’s progress, of potential dog park sites, and the process by which
they might be considered and approved.
