Mee ng Minutes
January 9, 2019
Present: Barb Sirvis (at large), Elizabeth (Be y) Milizia (NRC), Mike Simoneau (RPC), Linda
Chiasson (at large), Larry Kupferman (at large), Maggie Leugers (Staff Advisor).
Member of the public: Frank Davis
1) Safety Procedures: Maggie directed us to rear doors and outdoor mee ng area in case of an
emergency.
2) Larry serves as Clerk
3) Agenda adopted as presented
4) Minutes of the 12/4/18 mee ng with PUD addendum: Mike moved, Linda second to
approve. Minutes approved.
5) SoBu Dog Park Survey
a.) Review and adopt dra .
Barb thanked Larry for crea ng the dra document. Members commented and made
sugges ons. Larry will add all to dra survey and email to Maggie ASAP. Mike moved and Linda
seconded mo on to adopt survey as amended. Mo on passed.
5b & c) Survey Process.
Recrea on and Parks Department has the paid version of Survey Monkey and the staff capable
of transla ng the dra survey into the proper format. The Commi ee discussed where to place
the survey.
The Commi ee would like to review the online survey at the mee ng on January 28th with the
survey going “live” the next day but no later than the Community Forum on February 5th.
Maggie will explore op ons.
It was agreed the survey should be located on the Dog Park Commi ee page with a link from
the SoBu main page. Survey availability should be adver sed on the SoBu Weekly email
update, in The Other Paper, and on posters placed at Farrell Dog Park and local pet food stores
(Pet Food Warehouse, PetSmart, Petco). Hard copies will be available at the City Clerk’s Office.
The Commi ee would like to close the survey on February 15th for final tabula on of data.
6) Community Forum:
The Forum scheduled for February 5 from 6:00-7:30 at the Police Dept. The Commi ee
discussed the need to place no ces about the Forum at Farrell Park, pet food businesses, on
various social media sites, and in The Other Paper.
The Commi ee discussed content and focus for the Forum. Mike said we need to get to a
posi ve end point. Barb asked if we should start with “why do we need a dog park” and offer
some facts (7000 dogs in the city). Maggie will locate a map of the city with public parks and
lands shown. Barb will dra some possible Power Point slide content and send to the
Commi ee before the next mee ng.
The Forum will be the focus of the next Commi ee mee ng.
7) Updates:
Be y a ends the Interim Zoning Open Space Commi ee as a representa ve of the Dog Park
Commi ee and will represent the interests of dog parks in future discussions. She suggested
some of those commi ee members need to a end a Dog Park Commi ee mee ng.
Mike stated that the current discussion underway at the Recrea on and Parks Commi ee is
focused on the proposed indoor recrea on facility. Rec and Park did discuss on-leash vs. off-
leash parks and related City ordinances.
The Commi ee reviewed the dra of an interim progress report for possible presenta on to
the City Council. Minor modifica ons were suggested. Barb will revise and submit.
The Commi ee briefly discussed the recent ar cle in The Other Paper. All agreed the tle “Of
Dogs and Due Diligence” reflected the process well. Barb will contact Lee Kahrs to thank her for
the ar cle and to discuss public no fica on about the survey and the community forum.
8) Loca on Discussion and 9) Poten al External Funding Sources
Due to lack of me, the Commi ee did not get to discuss these items.
