The South Burlington Board of Civil Authority held a mee ng on Thursday, 20 August 2015, at 6:00 p.m., in
the Conference Room, City Hall, 575 Dorset Street.
MEMBERS PRESENT: P. Taylor, Chair; D. Kinville, Sen. M. Sirotkin, Rep. A. Pugh, P. Benner, M. Mahoney, T.
Chi enden, C. Shaw, M. Emery, P. Nowak, R. Nowak, L. Vera, T. Harrington, A. Cli
ALSO PRESENT: T. Leblanc, Assessor
1. Agenda Review: Addi ons, dele ons or changes in the order of Agenda items:
No changes were made to the Agenda.
2. Comments and Ques ons from the public not related to the Agenda:
No issues were raised.
3. Approve minutes of 23 July 2015:
Ms. Harrington moved to approve the Minutes of 23 July as wri en. Mr. Benner seconded. Mo on passed
unanimously.
4. Hear Appeals:
a. City of Burlington/Airport
Mr. Taylor directed a en on to copies of the appeal, s pula on from last year, decision of last year and
s pula on for this year. He noted that this year’s s pula on is the same as last year’s, and there is a request
for him to sign this s pula on.
Mr. Taylor noted that he has asked the City Assessor to present to the Board what is being appealed.
Mr. Leblanc then distributed paperwork on everything that the City of Burlington owns in South Burlington. He
noted that the only difference from last year is that the Airport has bought 6 addi onal homes this year (Packet
F of the handouts). He also explained the combining of parcels for tax purposes.
Mr. Taylor said the a orneys from Burlington and South Burlington are both comfortable that the Board of Civil
Authority can do what it did last year and does not have to visit the proper es. Mr. Taylor added that if the
Board does something wrong, the appellant automa cally wins. He added that his only concern with this
process is that nowhere does the City of Burlington provide any values for the proper es in ques on.
Senator Sirotkin moved to accept the s pula on as presented and have Mr. Taylor sign on behalf of the BCA.
Mr. Shaw seconded. The mo on passed unanimously.
Mr. Benner then moved that the Board enter delibera ve session. Ms. Harrington seconded. Mo on passed
unanimously.

5. Update on biannual purging of the Checklist:
Ms. Kinville advised that she has a stack of “undeliverable” a empts to contact those on the checklist who have
not voted. A number of non-voters who have responded want to be kept on the checklist, even though they
haven’t voted for several years.
6. Discussion of Elec on Day Voter Registra on:
Mr. Taylor noted that any changes to the law would have to be made in the upcoming Legisla ve session in
order to take effect when the law takes effect on 1 January 2017.
Ms. Nowak said she would want assurance that the so ware the Secretary of State refers to is in place. She
added that given the history with the state’s medical insurance so ware, she was not op mis c.
Members agreed to con nue this discussion at the next mee ng.
Members then discussed the possibility of an October mee ng if there is a special elec on in November. Ms.
Kinville will work on ge ng consensus for a mee ng date.
7. Other Business:
Ms. Kinville said there is the poten al for a Board of Abatement mee ng next Wednesday or Thursday. There
are three or possibly four appeals. Members noted conflicts with those dates, and Mr. Taylor suggested the
possibility of the first 2 weeks in September. A firm date is to be worked out.
As there was no further business to come before the Board, the mee ng was adjourned by common consent at
6:55 p.m.
