The South Burlington Board of Civil Authority held a mee ng on Wednesday, February 21, 2017, at 6:00 p.m.,
in the Conference Room, City Hall, 575 Dorset Street.
MEMBERS PRESENT: P. Taylor, Chair; D. Kinville, C. Shaw, C. Bolton, A. Cli , , T. Harrington, A. Milot,, H. Riehle
and M. St. Germain
1. Agenda Review: Addi ons, dele ons or changes in the order of Agenda items:
P. Taylor asked the Board to consider allowing C. Shaw a moment to discuss a special agenda item before
presen ng it for a future mee ng. C. Shaw distributed a handout which listed suggested future agenda items
and current bills of interest that are in the Legislature which affect the BCA and possibly the Board of
Abatement. P. Taylor asked this to be added to a future BCA agenda for discussion.
2. Comments and Ques ons from the public not related to the Agenda:
No issues were raised.
3. Approve minutes of February 1, 2017:
T. Harrington moved to approve the Minutes of February 1, 2017 as wri en. C. Shaw seconded. Mo on passed
unanimously.
4. Approve presiding Officers and elec on officials
M. St. Germain moved to approve the list of presiding officers of:
7-1 Lynn Vera 7-2 Agnes Cli 7-3 Peter Taylor 7-4 Tracey. Harrington
C. Shaw seconded. Mo on passed unanimously.
C. Shaw moved to approve the list of assistant elec on officials as presented. T. Harrington
seconded. Mo on passed unanimously.
5. Approve list of voters removed from checklist since last elec on
C. Shaw moved to approve the list of voters removed from the voter checklist as submi ed by the City Clerk. H.
Riehle seconded and the mo on passed unanimously.
6. Elec on Day Training including Elec on Day Voter Registra on
D. Kinville distributed a handout on Elec on Day Voter Registra on (EDVR) procedures and for the March 7,
2017 elec on. Each polling loca on will have the EDVR table staffed by a member of the City Clerk’s staff. This
is a first run at these procedures and if BCA members could make notes during the day of how it worked or if
changes need to be made, we will discuss that at a future mee ng.

D. Kinville noted that with contests for officers, budget items and a write-in campaign for school directors, we
need to make sure that our counts at the end of the night are right on. There is a good chance that one or
more items could fall into a recount category so we need to make sure that the ballot bags are packed correctly
at the end of the night. C. Bolton asked if we could put a sign up in every booth asking that no elec on
materials be le in the booth. This was agreed to by the members present. D. Kinville reviewed the summary
sheets to be used at the end of the night.
D. Kinville reminded members that with a local elec on if there is a candidate listed on the ballot, that we do
not have to find all and list all the write-in candidates if the total number of write-ins is less than the candidates
total. This will only apply to the City Councilors in this elec on due to a write-in campaign for both school
board director terms. Since this is a City wide vote we will need to look for all write-ins and list them on the
summary sheets. D. Kinville asked for all elec on workers to take the me to properly list the names as they
are wri en on the ballot. However with a declared write-in campaigns, the board may list all the varia ons of
the names for the declared write-in candidates and then report all varia ons out as one total for each
candidate.
7. Set parameters and authorize City Clerk’s staff to perform bi-annual purging of checklist

The tabula ng machines were tested for accuracy and once verified the following tags were applied:
