HomeMy WebLinkAboutMinutes - Board of Civil Authority - 07/26/2018BOARD OF CIVIL AUTHORITY 26 JULY 2018 The South Burlington Board of Civil Authority held a meeng on Thursday, 26 July 2018, at 6:00 p.m., in theConference Room, City Hall, 575 Dorset Street. MEMBERS PRESENT: P. Taylor, Chair; D. Kinville, A. Cli, B. Nowak, P. Benner, P. Mahoney, M. St. Germain, T.Barri ALSO PRESENT: R. Nowak 1. Instrucons on exing building in case of emergency: Ms. Kinville provided emergency exing instrucons. 2. Agenda Review: Addions, deleons or changes in order of agenda items: No changes were made to the Agenda. 3. Comments & Quesons from the public not related to Agenda items: No issues were raised. 4. Approve Minutes from 21 February 2018: Ms. Cli moved to approve the Minutes of 21 May 2018 as wrien. Mr. Nowak seconded. Moon passedunanimously. 5. Approve presiding officers and elecon officials for August 14 Elecon: Presiding officers will be as follows: Tim Barri 7-1 Petr Taylor 7-2 Chuck Bolton 7-3 Tom Chienden 7-4 Mr. Kinville noted that they are sll short workers. Mr. Mahoney moved to approve the presiding officers and elecon officials for the August 14th elecon as presented. Mr. Nowak seconded. Moon passed unanimously. Approve list of voters removed from checklist since last elecon: Ms. Kinville noted that those voters who have transferred to another Vermont town do not appear on the list. In answer to a queson, Ms. Kinville explained how the Clerk’s office learns of deaths. Mr. Taylor then explained how a voter who has been removed from the checklist can get back on the list. Mr. Barri then moved to approve the list of voters removed from the checklist since the last elecon. Mr.Mahoney seconded. Moon passed unanimously. 7. Senior Home Visits Review: Ms. Kinville explained the history of vising senior residences to assist voters with early ballong. She was concerned that it is geng harder to get BCA members to do this work. She stressed that if they are going to connue to do this work, people need to step up and do it. She also stressed that if you come, you must staythe full me (she noted an issue where this did not happen yesterday). Mr. Nowak felt it was not unreasonable for each BCA member to have to take a turn. 8. Organizaonal meeng to begin process of hearing grievance appeals: Ms. Kinville advised the Board that are no grievance appeals. 9. Elecon training to include new disabilies vong and counng procedures: Ms. Kinville advised that there will no longer be telephone vong. Instead, I-pads will be used. They will be built into a case, and the voter will have the use of headphones. When voters have finished vong, they willsubmit their ballot. Ballots will then be printed right there and then taken to the tabulator. One issue is thatthe tabulator may reject that ballot, in which case it will have to be transferred by elecon officials. BOARD OF CIVIL AUTHORITY 26 JULY 2018 PAGE 3 Mr. Taylor noted a problem at the last elecon where the numbers did not give (they were off by 20 ballots). It did not impact the results of any elecon, but Mr. Taylor said that one he would like to do a hand count of those ballots. Mr. Benner cited the importance of paying aenon and not geng distracted. Ms. Kinville showed the folder where all the night’s paperwork will be located. There will instrucons to follow for tabulang ballots. She noted that “spoiled” ballots will now be called “replaced” ballots. Mr. Nowak asked if there will be a different procedure for absentee ballots. Ms. Kinville said there will be 2columns on the checklist, one for the primary ballot and one for the city ballot. Both ballots must be sealed inthe envelope. Ms. Kinville noted that tallies will not be equal because some people may choose to vote on only one of the ballots. The Clerk’s office will be dealing with the returned unvoted absentee ballots. Mr. Taylor directed aenon to sets of instrucons and asked people to review them and call with anyquesons. 10. Tesng of elecon tabulang machines: Tabulang machines were tested by Board members and the following seals applied to the tabulators. As there was no further business to come before the Board of Civil Authority, the meeng was adjourned by common consent at 7:05 p.m. _________________________________ Clerk
