The South Burlington Board of Civil Authority held a meeting on Thursday, 20 February 2014,
at 6:30 p.m., in the Conference Room, City Hall, 575 Dorset Street.
Members Present: P. Taylor, Chair; D. Kinville, P. Nowak, B. Nowak, M. Sirotkin, P. Benner, M.
Mahoney, T. Harrington, L. Vera, A. Clift, C. Shaw, C. Bolton, A. Pugh
1. Minutes of 10 December 2013:
An error in the date on line 1 was noted.
Ms. Nowak moved to approve the Minutes of 10 December 2013 with the amended date. Ms.
Kinville seconded. Motion passed unanimously.
Later in the meeting, it was noted that on p.2, there was an incorrect address listed for one of
the appellants. This will be corrected.
2. Confirm Policy on Deliberative Session Reporting:
Members agreed by consent to the policy as outlined in the Minutes of 10 December 2013.
3. Follow up on letter to City Council regarding Homestead Filing:
Mr. Taylor noted that the 4 South Burlington representatives to the State Legislature submitted
legislation regarding the late homestead filing penalty. This legislation proposes to amend the
homestead filing regulations to allow municipalities to charge “up to 8%” interest”. The
current legislation allows municipalities to charge either 0% or 8% interest on late filing of
homestead declarations. Mr. Taylor said he will keep the Board informed on this.
Ms. Harrington left the meeting at this point due to a potential conflict of interest.
4. Approve Presiding Officers and Election Officials:
Presiding officers for the upcoming election were presented as follows:
Bob Nowak at Orchard School (District 7-1)
Agnes Clift at Tuttle Middle School (District 7-2)
Peter Taylor at Tuttle Middle School (District 7-3)
Pat Nowak at Chamberlin School (District 7-4)
Mr. Mahoney moved to approve the presiding officers and election officials as presented. Mr.
Shaw seconded. Motion passed unanimously.

5. Approve Voters Removed from Checklist and Review New Voters:
Ms. Kinville noted there was a “glitch” in the State system today. The names of voters to be
removed are OK; the system would not allow why they were removed to be printed. Ms.
Kinville then explained the process for removing names from the Checklist.
Ms. Nowak moved to accept the list of voters to be removed from the checklist as presented.
Mr. Bolton seconded. Motion passed unanimously.
No list of new voters was available. This is not a requirement of the Board and is presented for
their information only.
6. Election Training:
Ms. Kinville explained that there will be two ballots. The city ballot will have items on both
sides. A separate CWD ballot will have to be hand counted.
There will be no provisional ballots for this election, and there will be no telephone voting.
Voters may have someone of their choice help them vote, if needed.
Ms. Kinville then explained how to handle absentee ballots, including what to do if only one of
the two ballots is returned. She also explained the procedure when a person shows up to vote
and is not on the Checklist. She noted that the DMV no longer provides “change of address”
voter registrations on-line.
Ms. Kinville then reviewed the “end of night” procedures.
7. Testing of Election Tabulating Machines:
Members tested all tabulating machines, they were found to be recording correctly and the
following seals were attached.

As there was no further business to come before the Board, Mr. Mahoney moved to adjourn.
Ms. Clift seconded. Motion passed unanimously, and the meeting was adjourned at 8:05 p.m.
