The South Burlington Board of Civil Authority held a mee ng on Tuesday, 16 February 2016, at 6:00 p.m., in
the Conference Room, City Hall, 575 Dorset Street.
MEMBERS PRESENT: P. Taylor, Chair; D. Kinville, Sen. M. Sirotkin, P. Benner, T. Chi enden, C. Shaw, P. Nowak, R.
Nowak, T. Harrington, A. Cli , B. Burgess, C. Bolton, H. Riehle
ALSO PRESENT: M. Lyons, Assessor’s Office; B. Gracey
1. Agenda Review: Addi ons, dele ons or changes in the order of Agenda items:
No changes were made to the Agenda.
2. Comments and Ques ons from the public not related to the Agenda:
No issues were raised.
3. Approve minutes of 20 August 2015:
Mr. Shaw moved to approve the Minutes of 20 August 2015 as wri en. Mr. Nowak seconded. Mo on passed
unanimously.
4. Update on Elec on Day Voter Registra on
Ms. Kinville said that the Legislature made no changes to the proposed system. No voter iden fica on of proof
of residency will be required. The town/city clerks did a minority report asking that proof of residency be
required. They also asked for a cut-off for early vo ng to Friday night before the elec on instead of Monday
night. Some clerks wanted the ability to place voted early ballots into the tabulator as soon as they are voted.
Clerks from smaller towns were concerned with people at the polls having to do three things at once.
Ms. Kinville reminded members that same day voter registra on doesn’t start un l 2017, which will be a lighter
vo ng year. Mr. Taylor suggested that something be put into The Other Paper and on Front Porch Forum that
same day registra on is not in effect this year. Ms. Riehle suggested a sign be put on the doors of the polling
places to that effect as well.
Mr. Taylor asked Board members to look around polling places this year for ideas as to where to place same day
registra on.
Ms. Kinville said they did a challenge of 756 names. Of these, about 50 replied they had moved out of the city.
10 had moved within the city. 200 s ll live in the same place. Nothing has been received back from the
others. If they do not respond, they will be removed from the checklist a er two general elec ons.
5. Approve presiding officers and elec on officials:
Ms. Kinville reviewed some staffing issues.
Ms. Nowak then moved to approve the list of presiding officers and elec on officials as presented. Ms.
Harrington seconded. Mo on passed unanimously.
6. Elec on Training:
Ms. Kinville explained that some early voters requested only the Presiden al ballot, some requested only the
City ballot, and some got both. Some have called in for the second ballot, but some people may show up at the
polls and ask for the ballot they did not vote on. Ms. Kinville explained how to handle this.
Ms. Kinville also noted that 17 year olds who will be 18 by the me of the November elec on are allowed to
vote in the Presiden al primary only. They will s ll have the same deadlines as other voters. Mr. Taylor
suggested having a list of 17-year olds who can vote at the front desk. They would s ll have to check in with a
BCA members.
Two JPs will be needed to be “on call” for emergency voters on Monday night. Ms. Nowak or Mr. Burgess and
Mr. Benner volunteered to do this.
Ms. Kinville then explained and demonstrated the new elec on so ware.
Ms. Kinville also explained how to handle the list of purged voters.
7. Tes ng of Elec on Tabula ng Machines:
Members tested the tabula ng machines as required.
As there was no further business to come before the Board, the mee ng was adjourned by common consent at
7:45 p.m.
