use doesn't exceed the parking limit.
Ms. Quimby moved to approve Site Plan Application #SP-09-71 of Gonzo's Indoor Golf
& Academy subject to the stipulations in the draft motion. Mr. Farley seconded. Motion
passed u nimously.
8. C ditional Use Application #CU-09-08 of City of Burlington/Burlington
Ink nati al Airport to install a living wall to extend 14 feet in height, 1151 & 1153
Airp rive:
Mr. Worthen reviewed the history of the home acquisition program and noted there is a
contract with the City Council for that plan. The Council wanted to be sure ground level
noise won't be increased when a home is taken down. The Airport agreed to construct a
demonstration project for a living wall.
Mr. Lawrence said the wall would feature European basket willow, a deciduous tree. It
would be laid on the surface of the wall. When it doesn't have leaves on it, there is still
a combination of stems and branches against the solid wall. The sold wall is made of
earth.
Mr. Farley asked if this has been successfully done anywhere in this kind of climate. Mr.
Lawrence said it has been done in Germany & Canada. He has personally seen them in
Montreal.
Mr. Worthen said there will be testing, and a sound engineer is working on that.
Mr. Maille asked how far other living walls have been from an Airport. Mr. Lawrence
said the ones he's seen are from highways and are about 70-80 feet from the nearest
traffic. Mr. Maille said he still questions the performance of the wall and the statistical
validity of the plan. He noted there was to be a baseline taken prior to the installation of
the wall, and there was an agreement for a statistician to look at that. He said none of this
has happened yet. Mr. Worthen said they will have time to take care of that. He stressed
that the Airport knows its obligation and adheres to it.
Mr. Belair said the only reason this is before the DRB is because of height and setback
issues. It has nothing to do with the sound issues.
A member of the audience said they had been told the wall would be built by August 1.
Mr. Worthen said they got behind because of the weather. They also just learned they
have to go to Act 250 which has just assumed jurisdiction.

Mr. Maille asked about the setback from the property line. Mr. Belair said the
requirement is 30 feet from the rear property line. The proposal is for 20 feet. Mr.
Maille asked if the butternut tree would come down. Mr. Lawrence said it will not.
Mr. Deslauriers asked if the living wall material is approved to take a constant blasting
from jet noise. Mr. Lawrence said it will be farther back from the big street trees on that
street.
Mr. Worthen stressed that this is a demonstration project.
It was noted that the designation of "Main St." in the approval motion should be amended
to read "Airport Drive."
Ms. Quimby moved to approve Conditional Use Application #CU-09-08 of City of
Burlington/Burlington International Airport subject to the stipulations in the draft motion
as ame >edbove. Mr. Farley seconded. Motion passed unanimously.

Mr. Leinwohl reviewed the outstanding issues. One of these is traffic, and Mr. Leinwohl
said they got comments from the city's traffic consultant on Friday and will have a
response back to the City later in the week.
Regarding a parking needs assessment, Mr. Leinwohl said there will still be a need to
utilize overflow parking areas. Ms. La Rose said staff would like a narrative regarding
other options that are being pursued (e.g., public transit). Mr. Belair added staff would
like an estimate of how many parking spaces are needed.
Regarding pedestrian crossing on Airport Drive, Mr. Leinwohl said they identified a
number of crosswalks that need improvement. They will consult with the Public Works
Director and work something out. Mr. Dinklage stressed that crossings on Airport Drive
are not adequate today.
Mr. Leinwohl said they have determined that the existing ramp system is adequate to
handle the expansion. They are putting together a new signage plan and a new lighting
plan. Mr. Behr suggested the Airport provide some means for people to identify where in
the parking garage they left their vehicles.
Regarding toll booth capacity, Mr. Leinwohl said there are 4 booths today. Two are
attended, and two are automated. The automated ones are underused and can have staff
added to them to handle additional traffic.
Mr. Behr asked whether 2 additional floors were anticipated in the garage design. Mr.

entrance. The purpose of this project is to evaluate the ascetic and sound mitigating benefits of this wall as an effective

Hi John,
Pursuant to our conversation this afternoon, the city is agreeable to the Airport beginning construction of the
Living Wall as soon as feasible. In doing our due diligence of reviewing your question of whether all permits are
in order, however, we discovered that the DRB's approval of the project expired in mid -March. See the timeline
below.
After weighing the issues here — of having the proper permits in hand, of the city's communication with the
Airport in April, and with the noise testing goals that we share, we have concluded that the best option —
though not ideal — is to agree to the Airport beginning construction of the Living Wall. We would request,
however, that a re -approval application to the DRB be submitted at your earliest convenience.

Timeline of events:
1. The Airport received approval from the DRB for the Living Wall on 9/15/2009. Per our regulations, a
zoning (construction) permit must be requested and issued no later than six months following the
DRB's approval (3/15/2010)
2. On April 30 2010, the Airport's engineers approached us and said they were concerned about losing
their approvals and, though they were ready to build at that time, they understood that the City did not
want them to proceed at that time. (see email below)
3. On April 30 2010, 1 sent an email to the Airport formally requesting that they hold off on the construction
of the Living Wall until such time as the F-16s were back, so as to ensure an accurate pre -and post
Living Wall Noise Test. This was based on the Council's agreement that the noise testing be postponed
until the return of the F-16s. (see email below)
4. In September 2010, the Airport's engineers contacted us to conform that they were all set to go with
their permits. At that time we realized that the Airport's request back in April had come 6 weeks after
the expiry of the DRB approval. Therefore, no permit can be issued by the zoning administrator today,
nor could one have been issued in April when the Airport approached us with the extension request.
