MINUTES 11-09-2016
The Bicycle and Pedestrian Commi ee held its regular monthly mee ng on Wednesday, November 9, 2016 at 5:30 pm in
the small conference room at the city office building.
Members Present: Cathy Frank, Vice-Chair; Jamieson Goodwin, Clerk; Dana Farr, Chair; Bob Bri ; Roy Neuer (6:15);
Donna Leban; Amanda Holland
Members Absent: Jim Grossman;
City Representa ve: Cathyann LaRose, City Planner.
Also Present: Lou Bresee, John Dinklage
Mee ng began at 5:35 pm.
1. Changes to Agenda – Remove policy and safety recommenda ons – no updates at this me.2. Approval of prior minutes – Donna mo on, Cathy second. Roy and Amanda abstained. Unanimous for presentvo ng members.3. Comments from public not related to Agenda – Lou wished to discuss some issues brought up on SeeClickFix. Overlook Park has some issues with cracks between pavement slabs on the sidewalk. Many people have beenhaving issues with it – personal property damage, but also some injuries. Item is up on SeeClickFix, and has beenfor about a month. Item # 2978549. Will be brought up with Jus n Rabidoux, Director of Public Works.4. Mee ng with Recrea on Path “Founders”; John Dinklage and Lou Bresee –a. Inspira on from Stowe development by Anne Lutz. Chris Cavin and Jill Coffrin developed the originalproposal and formed the commi ee which the City Council supported and allowed funding to be raisedthrough a Bond. The South Burlington Recrea onal Path was built through many phases. The originalfootprint of Phase 1 and 2 was built through the aforemen oned bond private contribu ons un l “Phase3,” which connects to UVM parallel to 89 and the northern part of Spear Street that was funded viapublic grants. Due to funding grant, Phase 3 was built to federal standards. There have been a handful ofpublicly funded addi ons since. Since, some new sec ons have been added mostly through privatedevelopment. Discussion about current challenges con nued. The primary issues are gaps in the path betweenneighborhoods, or where people are using the roads to walk or bike. Some related topics discussedincluded ways to garner support from the City, City departments, or from the public in general and howthis was done during ini al development; methods for raising capital for addi ons or repairs to the path;management of projects and involved par es; and past roadblocks to developing the path and methodsfor resolving them. The commi ee thanks John Dinklage and Lou Bresee for their insight and their past and ongoingcontribu ons to these efforts!5. Updates from City; Cathyann LaRose –a. Announcement – Ge ng to know Cathyann and history within her work alongside commi ees likeDRB. The Commi ee welcomes and looks forward to a close working rela onship with Cathyann. b. Special Topics – Discussion con nued around topics from last mee ng, specifically about the upcomingproposals for updates to End of Trip facili es. Cathy will review and aggregate comments sent to herfrom the commi ee to present out at next mee ng. Addi onal discussion con nued around thefollowing topics.
i. Discussion and review of Open Mee ng Law – Topic transi oned to Open Mee ng lawdiscussion. Cathyann has some items used by the city for guidance that she will distribute. Public always has a right to access a conversa on or ac on, which is a why email or otherelectronic conversa ons are disallowed. Some new guidance from Secretary of State about useof electronic interac ons. A quorum is based on a majority of posi ons for a commi ee asdefined by City Council, and not necessarily a count of ac ve members. The SBBPC’s currentcount for a Quorum would be 5 members.
ii. Discussion on policy regarding Commi ee a endance – No official policy on a endance. Before reappointments, an a endance list is compiled from public records.
iii. Public Informa on Officer – There is a new resource, Coralee Holm, who can help managepublic announcements and is great resource for driving local awareness. and can be used tobuild interest for the community. Commi ee noted it would be nice to include an announcement
over the installa on of the new bike repair facili es that are coming to Overlook Park, but need
to determine when it will be installed.
c. General Updates –
i. Brief discussion about use of LocalMo on’s new website to publish events and
announcements for South Burlington’s upcoming events. Cathy has been interac ng with
LocalMo on and can provide a point of contact for future contribu ons for the city.
ii. Improving interac ons, discussion about how Cathyann can help funnel items to the
commi ee as they arise in other groups. People in a room ma er – so being public and visible
interac ons with other groups can only help.
6. General Ma ers
a. Report: Cathy & Bob; November mee ng with Jus n Rabidoux (Director of Public Works) – Mee ng
was today (11/9/16) – Discussed line pain ng projects. It appears some desired requests will not be
completed before end of season due to weather condi ons or other ming factors. If there are priori es
that need to be addressed, please provide feedback ASAP. Bob will con nue to monitor and provide
feedback on these and related items as needed through his policy and safety recommenda on updates.
Jus n has received a budget/direc ve to add $500k to Capital Improvement Plan. There was also some
discussion of a bond for new projects for the path as well. Bob will update the policy and safety
recommenda ons spreadsheet based on the mee ng.
b. Report: Cathy; City Center Press Conference 10/27/2016 – Cathy a ended, was impressed with the
event, and responses by people involved. Overall, not much specific to report related to this commi ee
at this me.
c. Talking Points:
i. Announcement: Roy; Public Workshop regarding I-89 Exit 14 Bike/Ped crossing – Likely to
be a quorum in a endance. Cathyann will put a warning out in advance of mee ng to be held
11/16/2016.
ii. Announcement: Dana; Commi ee Chairs Mee ng – Mee ng with other commi ees to
discuss how best to collaborate among the commi ees and accomplish goals through working
together as needed. Mee ng was very beneficial and informa ve for both Dana and Cathy.
iii. Discussion: Roy; Shelburne Rd Pedestrian Crossing SeeClickFix– Resolved, no further
updates needed.
iv. FYI: Cathy; San Francisco Bike Route markings – Cathy distributed some photos from San
Francisco showing their methods for marking on-road bicycle travel lanes. Some discussion
about uses, types of paint and concerns over trac on in inclement weather.
d. Report: Jamieson; Annual Report – Feedback received. Jamieson to review and aggregate feedback and
provide new dra for review with dra minutes from this mee ng by this weekend.
e. Discussion: Cathy; 2017 Goals – Discussion about how do we plan for the next year. Efforts moving
forward to include review and comment on codifica on of standards to include with Land Development
Regula ons, rela onship building with other commi ees (Design Review Board, Planning Commission,
etc.), budget building and reviews of other funding sources. Some addi onal next steps are to develop a
living document which can help direct efforts and generate some internal accountability.
