MEMBERS PRESENT: Donna Leban, Cathy Frank, Roy Neuer, Matt Boulanger
ALSO PRESENT: Lou Bresee, John Calgagni, Todd Goodwin, Recreation Director
2. John Calgagni spoke to the committee regarding the extent of paths on Dorset Street. He reported
that he had spoken with Council and staff regarding extending the path. He has spoken to landowners
who are receptive to a connection between their neighborhood and the established path. His question is
about what the next steps are. Is there budget money? There has also been a petition about extending a
path section. Matt asked about budgeting-Todd said that it would be part of reviewing the 2016 capital
budget. Cathy Frank asked what weight is given to paths that go through neighborhoods that already
provide a connection. Donna Leban said that some of the existing paths date back to when the
developments went in. John asked if the committee could survey citizens about. Cathy Frank mentioned
writing an article for the Other Paper soliciting comments about the bike/pedestrian priority projects in
the capital budget. Lou Bresee said that several years ago citizens were interested in buying land via a
tax increase a ’la’ “pennies for parks”.
3. Minutes Cathy moved Roy Neuer 2nd 4 ayes
4. Cathy Frank said the pedestrian flashing lights on Spear Street had been worked on.
5. Lou Bresee discussed the phasing of the path sections to be constructed as a part of South Village.
Lou had spoken to the project manager- a concern from the developer is that earthwork in that area has
not been completed and grades in the area may change by up to 6 feet. Lou asked if South Village is
required to build to Midland or just to the property line. Based on this Lou Said that these
improvements might wait until the end of Phase II of South Village. The group could explore a more
direct northbound path closer to Spear Street.
6. LAB bicycle friends- Matt reported that the next deadline for the LAB application is coming soon and
that he wasn’t sure the application would be complete in time but that there is another application
deadline coming in the winter.
7. New LDR- Roy commented that there is very little mention of cyclist infrastructure-no definitions for
most types of bicycle infrastructure.
8. General Matters-Cathy asked about committee restructuring-Todd Goodwin said that the process has
not progressed-people who are up for re-appointment will be notified and will need to reapply. –motion
by Donna Leban 2nd by Roy Neuer 4-0 vote.
Task Force Committee assignments-This is for the Underwood Property. Cathy Frank volunteered to
represent the Bike/Ped Committee.
9. Other-email from John regarding #2 written testimony accepted. Petition regarding construction of
sidewalk from 1630 Dorset Street to Old Cross Road
