MINUTES
March 6, 2017

Call to order: Sandy Dooley, committee vice chair, called the meeting to order at 4:05 PM. She welcomed
Planning Commission Chair Jessica Louisos and Evan Langfelt from the O’Brien Brothers Agency to the
meeting.
Agenda review: Kevin explained that the committee had not yet approved the minutes of two earlier committee
meetings (one in September 2016 and one in November 2016) and asked if the committee wanted to add that to
the agenda. The committee agreed to add this to the agenda for the next meeting, so they could review the
minutes in advance.
Comments or questions from the public not related to the agenda: none
Review and approval of minutes from the February 21, 2017 Committee meeting: Tom moved and Leslie
seconded approval of the February 21, 2017, minutes as drafted. Motion passed by vote of 4 – 0.
Review of draft amendment to South Burlington Land Development Regulations related to Housing Preservation
Andrew reviewed the changes he had made since the committee’s last meeting to the draft language. Andrew
agreed to make several additional changes and prepare a new draft for the committee. Leslie agreed to prepare
payment in lieu estimates, based on the formula used by Burlington and share it with the committee. The
committee agreed to revisit the “exemptions” section of the regulations at the next meeting so that they could
review the location of homes in areas zoned as commercial. The committee also agreed to consider ways of
specifying exemptions rather than relying on the “relief” section of the amendment.
Kirby Cottages
Sandy said she would meet with David Mullin, Executive Director of the local Habitat for Humanity office. She
will explore options that might be available for Habitat to identify potential home buyers for the Kirby Cottages
who might live and care for them in their current location (while they are still owned by the airport) and then
purchase them once they are moved by Champlain Housing Trust to their new site. This could be an approach
for creating the time South Burlington would like to have to explore potential sites for the cottages while helping
to ensure that the homes stay in good condition.
Adjourn: Tom moved and Leslie seconded that the meeting be adjourned at 6:00 PM. Motion passed by vote of
4-0.
