Call to order: Sandy Dooley, committee vice chair, called the meeting to order at 4:05 PM. She welcomed City
Attorney Andrew Bolduc to the meeting.
Agenda review: The committee agreed to move the Kirby Cottages discussion up to the 6th item, so that Kevin
Dorn could participate.
Comments or questions from the public not related to the agenda: none
Review and approval of minutes from the February 8, 2017 Committee meeting: Leslie moved and Tom
seconded approval of the February 8, 2017, minutes as drafted. Motion passed by vote of 3 – 0
Members’ homework reports
Sandy and Andrew explained options relating to a January 1, 2018 effective date of a potential Housing
Preservation Land Development Regulation amendment. There was consensus among the members present that
this effective date is the best date to propose.
Tom discussed his recent initial discussion with local developer David White about affordable housing prospects
in South Burlington.
Kirby Cottages
Kevin and Sandy summarized recent discussions with representatives from the airport, UVM, Brad Dousevicz
(developer of Rye Meadows) and Champlain Housing Trust related to moving the Kirby Cottages. Kevin
mentioned that the Recreation and Parks Committee is opposed to moving the cottages to Jaycee Park. Kevin
estimated that the cottages would cost $40,000/unit to move. Kevin agreed to ask Brad Dousevicz about the
potential price tag of the 7 “pads” (or lots) he has available at Rye Meadows. He also mentioned a potential site
off Williston Road behind the Ethan Allen motel. The group discussed the need for time to pursue these options
and possible approaches to having the cottages lived in during the time needed to put together a solution.
Consider draft amendment to South Burlington Land Development Regulations related to replacement
housing:
The committee reviewed and discussed the third draft of “18.03 Affordable Housing Preservation” land
development regulations that Andrew had prepared.
Sandy agreed to propose new language for Section C. “Exemptions.”
Committee members agreed to revisit at the next meeting the Section G(5) related to requiring that the same
person or entity in control of the units being removed be required to replace the units when they are not located
on the same parcel. Committee members suggested that for the time being a requirement should be added that
owners must own their property for at least one year before removing and replacing on a different parcel.
Actions/Homework:
Leslie/Mike: Continue to flesh out issues related to inclusionary zoning to share with committee at next
meeting.
Tom: Continue to seek developer input.
Adjourn: Tom moved and Leslie seconded that the meeting be adjourned at 6:00 PM. Motion passed by vote
of 3- 0.
