BOARD OF ABATEMENT 8 DECEMBER 2016
The South Burlington Board of Abatement held a mee ng on Thursday, 8 December 2016, at 6:30 p.m., in the
Conference Room, City Hall, 575 Dorset St.
MEMBERS PRESENT: P. Taylor, Chair; D. Kinville, P. Benner, M. St. Germain, Rep. A. Pugh, C. Bolton, M. Emery, C.
Shaw, T. Chi enden, T. Barri , A. Cli
ALSO PRESENT: M. Lyons, Assessor’s Office (by phone); K. Sleeper, A. Cambridge
1. Agenda Review: Addi ons, dele ons or changes in order of agenda items:
No changes were made to the agenda.
2. Comments & Ques ons from the public not related to the agenda:
No issues were raised.
3. Approve Minutes from 8 September 2016:
Ms. Emery moved to approve the Minutes of 8 September 2016 as wri en. Mr. Chi enden seconded. Mo on
passed unanimously.
4. Con nua on of Abatement Appeals from:
a. Sleeper …. 213 Cobblestone Circle:
Mr. Sleeper gave members a copy of the insurance policy on the house. He noted that payment of taxes is not
covered by the policy.
An independent adjuster is working on the issue. The property has been cleaned, excavated, and graded. The
founda on was removed. The property will be sold. The belief is that the fire was caused by an outside light.
Rep. Pugh moved to close the hearing. Ms. Emery seconded. Mo on passed unanimously.
Rep. Pugh moved that the Board meet in delibera ve session following the second item on the agenda. Ms.
Emery seconded. Mo on passed unanimously.

B. Cambridge … 10 Country Club Drive:
Ms. Cambridge gave members wri en informa on including the tle search. She noted her husband is ill and
could not be present.
Mr. Taylor asked if they had talked with their a orney as to who is liable for the taxes since the Cambridges had
been told the taxes were paid.
Ms. Cambridge said they got the records yesterday. They were told the taxes had been paid up and that they
would be ge ng a bill when they were due again. That bill was actually sent to the prior owner and the
Cambridge’s never got the bill. Ms. Cambridge said they have paid their current taxes.
Ms. Kinville said the amount due is $6,886.00 as of 18 November 2016. This was confirmed by Ms. Lyons (by
phone).
Ms. Cambridge said they had been paying $400 a month trying to catch up, but with the penal es and interest,
they never could get caught up. She stressed that they had never go en a bill or heard anything from the city
un l they got a le er from a lawyer saying the house would be sold for non-payment of taxes.
Members expressed concern with the process that does not send a tax bill to the new owner of a house un l
the next tax year. They agreed that this ques on should be raised with the City Council.
Mr. Barri moved to close the hearing. Mr. Bolton seconded. Mo on passed unanimously.
Rep. Pugh moved that the Board meet in delibera ve session. Ms. Emery seconded. Mo on passed
unanimously.
Following the delibera ve session, Mr. Shaw moved to adjourn, Ms. Emery seconded. Mo on passed
unanimously, and the mee ng was adjourned at 7:45 p.m.
