FINDINGS OF FACT AND DECISION
STATE OF VERMONT
COUNTY OF CHITTENDEN
CITY OF SOUTH BURLINGTON
Re: Findings of Fact, design review application of Friendly's to amend the master
signage plan consisting of: 1) an internally lit, 56 square foot freestanding sign 12 feet in
height with a brick planter, 2) one existing "Friendly's" 37.8 square foot wall sign, and 3)
two (2) "University Inn & Suites" wall signs constructed of channel letters with dark
green faces with yellow trim cap and returns totaling 70.2 square feet with one sign 24"
high by 328" wide and the other sign 30" high by 410" in width. The amendment will
eliminate the white border around the existing Friendly's wall sign, 1 Dorset Street.
On the 3rd of October, 2000, the South Burlington Development Review Board approved
the design review application of Friendly's under Section 4 and Section 23 of the South
Burlington Sign Regulations based on the following findings:
This project consists of amending the master signage plan consisting of. 1) an
internally lit, 56 square foot freestanding sign 12 feet in height with a brick planter, 2)
one existing "Friendly's" 37.8 square foot wall sign, and 3) two (2) "University Inn &
Suites" wall signs constructed of channel letters with dark green faces with yellow
trim cap and returns totaling 70.2 square feet with one sign 24" high by 328" wide
and the other sign 30" high by 410" in width. The amendment will eliminate the
white border around the existing Friendly's wall sign, 1 Dorset Street.
2. The owner of record is John Larkin.
Design Review Criteria:
Consistent Design: The proposed removal of the white border surrounding the Friendly's
sign will make the sign similar to the approved channel letter signs of the University Inn.
This will, in effect, make all the approved wall signs for the property channel letters
without borders and therefore introduce a consistency to the wall signs that was
previously lacking.
Compatibility with City Center Goals: The proposed changes will make improve the
aesthetic quality of the wall signs. The white border on the Friendly's sign was
inconsistent with the rest of the wall signs and called attention to a sign that was already
considerably loud through its use of bright red with white lettering. The removal of the
border introduces a more subtle quality to the sign that, while not promoting a high
aesthetic quality, improves the visual effect of the sign.
Color, Texture, & Materials: No changes are proposed except that the white border of the
Friendly's sign will be removed.
Additional Sign Ordinance Criteria:
Location of Features: No changes are proposed.
Letteringo� r Graphic Style: There are no changes proposed to the lettering or graphic
style of the Friendly's sign other than the removal of its border.
Lighting: No changes are proposed.
Location of Signs on Buildings: No changes are proposed.
Sign Proportions: No changes are proposed.
Other: There are several illegal signs on the property that should be brought into
conformance prior to the issuance of a sign permit. These signs include several "Lobby"
directional signs and two "University" wall signs that were erected without a sign permit.
DECISION AND CONDITIONS
Based on the above Findings of Fact, the South Burlington Development Review Board
approves the design review application #DR-00-23 of Friendly's to amend the master
signage plan consisting of. 1) an internally lit, 56 square foot freestanding sign 12 feet in
height with a brick planter, 2) one existing "Friendly's" 37.8 square foot wall sign, and 3)
two (2) "University Inn & Suites" wall signs constructed of channel letters with dark
green faces with yellow trim cap and returns totaling 70.2 square feet with one sign 24"
high by 328" wide and the other sign 30" high by 410" in width. The amendment will
eliminate the white border around the existing Friendly's wall sign, 1 Dorset Street, as
depicted on an three (3) page report, page one entitled "University Inn Master Signage
Plan", with a stamped received date of 9/7/00, with the following stipulations:
1. All previous approvals and stipulations which are not superseded by this approval
shall remain in effect.
2. This recommendation for approval of the proposed sign design is based solely on the
application's compliance with the design review criteria contained in Section 4 of the
South Burlington Sign Ordinance. The determination of whether or not this
application complies with all other requirements contained in the sign ordinance shall
be made by the Code Officer.
3. Prior to obtaining a sign permit, all illegal signs must be removed from the property
