Please find our responses to staff comments for each item below. Submission Requirement Response Neighborhood Meeting The applicant held the required neighborhood meeting on November 12, 2024. At the time of packet publication, meeting minutes were not yet available. 1. Staff recommends the Board require the applicant to submit the attendance list and meeting minutes prior to closing the hearing. The meeting minutes must be reviewed by the Development Review Board. The neighborhood meeting minutes were submitted to the City of South Burlington on November 14, 2024. 355 Main Street | Suite 500 | Winooski, VT 05404 | w. eivtech.com Submission Requirement Response Context Report: Existing parcels, existing and planned streets and blocks, recreation paths, transit routes, buildings, land uses, parks, civic spaces, and other open spaces and community facilities located within 1⁄4 -mile of project boundaries; At the request of the Board, the applicant has provided one overall context map and one map for each project area since the projects are so geographically distant from one another. On the overall map, there are a number of lines which Staff assumes identify existing features required by this criterion but which have not been identified in the plan legend. 2. Staff recommends the Board require the applicant to update the legend to identify the required features by use of a legend, specifically calling out the meaning of each of the yellow, orange, blue-green lines used. The overall context map includes a legend and call outs for the lines. Project specific context maps include a call out for each line. We have included the overall context map and one of the project maps, as an example, of how the features are referenced. Context Report: Hazards, and Level I and Level II Resources regulated under Article 12; The applicant has made a statement there are no Hazards, Level I or Level II resources impacted by the proposed master plan. However, Staff is aware of Hazards and Level II resources within the limits of the master plan area. 3. Staff recommends the Board consider whether they will require the applicant to show these resources on a map regardless of whether they are impacted by the proposed development plan. We understand the following definitions for resources: ●Level I Resources: A Habitat Block or Habitat Connector. ●Level II Resources: River Corridors along intermittent streams, Floodplain Overlay District Zone 0.2% B1 (500-year floodplain, Class III wetlands (greater than 5,000 square feet in size) and associated buffers, and steep slopes. ●Hazard: Floodplain overlay districts A, AE, A1-30, and 0.2% B2, River Corridors except those along intermittent streams, Very Steep Slopes, Class I and Class II wetland and associated buffers. We have included this information across two maps - a natural resource map created using the Agency of Natural Resource’s Environmental Atlas as well as the City of South Burlington’s resource data. Both maps are enclosed with this letter. 355 Main Street | Suite 500 | Winooski, VT 05404 | w. eivtech.com Submission Requirement Response Staff notes that a master plan is valid for 10 years, therefore the budget should include future growth over time. In an article in the local Other Paper (“Airport Expansion on the Horizon Passenger Traffic Surpasses pre-Pandemic Numbers”, published October 24, 2024), it was stated that “passenger traffic is also on the rise. According to [airport director Nic] Longo, the airport is busier than ever with projections for this year expected to surpass nearly 700,000 – well above pre-pandemic numbers.” Further, the Airport’s master plan forecasts 0.8% annual increase in enplanements through 2038. 4. Staff considers it to be inaccurate for the applicant to represent that the proposed improvements will have no effect on municipal impacts over time and recommends the Board discuss with the applicant the planned capacity of the improvements and require them to update their traffic, water, and wastewater projections to accommodate the planned capacity. The Patrick Leahy Burlington International Airport’s enplanements was 660,097 in 2023. This is still lower than the 690,568 enplanements in 2006. By applying the 0.8% annual increase over a 10-year period, we forecast 720,566 enplanements in 2034. We have coordinated with the City of South Burlington Department of Public Works, and we have received preliminary approval for the WW allocation request. This preliminary approval is enclosed with this letter for 411 gpd of additional WW allocations. We will work with the City’s Water Resources department to secure the appropriate water allocation as well. By applying the 0.8% annual increase over a 10-year period, we forecast 720,566 enplanements in 2034. The number of trips will increase nominally, and the increases in trips fall at times that are outside of surrounding uses’ peak hours. Phasing Plan: Identify and describe each phase of development, including the properties included, designated development areas by use type, major streets, supporting infrastructure and facility improvements, civic spaces, and other public amenities to be provided prior to or in association with each phase; 5. The applicant has included a plan sheet for each phase. Staff recommends the Board require the applicant to revise the plans to include a unique sheet numbering and naming for recordkeeping purposes. The plansheets have been revised to include a better naming convention for recordkeeping purposes. 355 Main Street | Suite 500 | Winooski, VT 05404 | w. eivtech.com Submission Requirement Response Phasing Plan: Schedule for development phases (including timing and sequence) over the period covered by the Master Plan, consistent with the City’s adopted Capital Improvement Program and Official Map, that considers and outlines any long-range planning (longer than ten (10) years) for areas in the Master Plan area; The North Concourse is proposed for 2024, the recreation path for 2025, the maintenance building for 2025, the cargo apron for 2026. No dates are proposed for the hangar expansion or south concourse. 6. Staff recommends the Board ask the applicant to clarify the anticipated timeframe for the hangar expansion and south concourse. The phasing plan has been updated to include a construction start date of 2030 for both the South Concourse and Pratt and Whitney Expansion projects. ® Date: Proj. This does not encompass all prior allocations that BTV may have (adjoining properties owned by the airport, otherstructures onsite, etc.) and their consultant will continue to work on the documentation with the assistance of WaterQuality staff. Over the past few months we have worked together in reviewing past WWallocations in existence at the airport for the terminal, parking garage, and sewage receiving station. Permit # WW-4-1042-9R summarizes correspondence between the Agency of Natural Resources and the airport's consultant todetermine a baseline total allocation, what would dictate a 'change in use' for the airport and how those flows would becalculated. I've attached that document to this email. On pages 28 and 21, Jessanne discusses the exempt and current total WW allocations. When enplanements increase above this value then we would need additional allocations. See below: The airport saw a significant reduction of enplanements during COVID and that number has since increased. In 2023,there were 660,097 enplanements (still below the 2006 level). As part of the airport's master plan with the FAA, PatrickLeahy Burlington International Airport forecasts a 0.8% increase in enplanements annually over the next 10 years, i.e.720,566 enplanements in 2034. Given that the airport is currently permitting a site plan application for the North Concourse replacement project, we aresubmitting a WW allocation request to account for the total enplanements forecasted in 2034. This was calculated bytaking 720,566 enplanements divided by 365 days per year, yielding 9,871 gpd. We then subtracted the already allocated9,460 gpd from the 9,871 gpd to calculate a total new WW allocation request of 411 gpd.
