Hi Jay & Matt- Please find attached the proposed Phase I water service layout for the WGM Associates subdivision. This plan shows that the primary service line from the water main to the curb stop as being 1.5” Type K Copper compliant with the minimum requirements set forth in the Champlain Water District (and City of South Burlington) technical specifications. 2 This plan shows the connection point south of the control valve and an alternate special permission connection off of the CWD fire service main extending to the DR Power facility. The pipe materials from the Curb stop to the building can also be 1.5” Type K but in this case are shown as either CTS or HDPE per the CWD technical allowances. In this case the end of the primary shared service line is terminated with the 1.5” reducer to a 2” blow-off assembly. With the understanding that this Phase I service line layout will be a temporary facility to be taken out of service in favor of a Phase 2, 8” diameter water main, we are looking for your input on this proposal. Burlington - Water Gentlemen Circling back to the questions Dave asked yesterday that I could not answer. Question 1a: The tap must be located south of the flow control vault that is located near the southern driveway entrance. The water line south of the flow control valve vault is a South Burlington water distribution main supplied from the Dorset St water storage tank. The line north of the FCV is tapped directly off the CWD transmission main and only opens in emergency conditions. 2a: The master plan for this property will likely show a loop from Hinesburg Rd to the water line that supplies Lane Press and Dynapower. For the reason explained for question 1a, the Hinesburg Rd tap must be south of the FCV. 2b. A proposal to tap the Hinesburg Rd main for a 1.5” line can be made, but the SBWD and CWD will both have to respond. The location of the FCV was put there to best supply what is now DR Power Equipment’s fire service demands, that being directly off the CWD transmission line. That was an exception and not the norm, so additional residential taps off that section of pipe will require CWD and SBWD collaboration. I want to make it clear that I am not granting approval at this time but will when the project is submitted to the City for review comments. Let me know if you have any questions. Hi Jay & Matt- Thank you for your time, but as they say, no good deed goes unpunished. When Keith Wright was done with his doctor’s appointment he gave me a call to ask the following follow-ups questions. 1. With the understanding that the master plan will require that an 8” line be installed to complete the looping as part of the initiation of any portion of Phase II construction…. a. You had mentioned previously in the review comments that the connection point to the Hinesburg Road main needs to located south the of the in line meter(?) vault. Is this still the case? 2. Similar to the concept of a private 1.5” service line for the Phase I homes, can a 6” private line be used (with a hydrant) for phase I in lieu of the 8” minimum standard (or the 1.5” service option)? NO. The City Water Ordinance states: “All municipal water extensions, extended for the purpose of development shall be a 5 minimum pipe size of eight-inch (8”) diameter unless waived by the superintendent, and shall be extended to the farthest boundary line of the development property within the city or water system right-of-way or an easement providing for future extension of the system.” The ability for the superintendent to waive the eight inch requirement does not allow them to contradict the requirements of the VT Water Supply Rule. VT WSR: Diameter The minimum size of water main for providing fire protection and serving fire hydrants shall be eight inch diameter. Larger size mains will be required if necessary to allow the withdrawal of the required fire flow while maintaining the minimum residual pressure specified in Appendix A Subpart 8.1.1. Furthermore, and the DWGPD has been very clear on this in past permits, hydrant leads (the 6” pipe) cannot be tapped for water services. In addition, Chapter 1 states “Water service lines shall not connect to hydrant leads.” a. If the answer were yes, would the connection point for the 6” line with the main on Hinesburg Road also have to be located south the meter(?) vault? Or could the wet tap occur closer to the proposed road intersection? b. And if the 1.5” option is pursued, can that connection point be located at the north roadway intersection with Hinesburg Road? I will get back to you for questions 1a and 2a, b. 2. We began the discussion of where the water main was required to be placed (in green space). Just confirming that it cannot be placed under the pavement surface. If there is any potential of this drive becoming a city street, then we do not want it under blacktop, and request it be in a greenspace. Lines under roads are subject to frost conditions including freezing and heaving and are typically more expensive to repair than lines in green spaces. Thanks for your patience. Hi Jay- Please find attached the water allocation request application for the WGM Associates subdivision located at 850. 900 and 950 Hinesburg Road. Under the existing conditions there are three residential homes on one lot. The proposed subdivision will place each of these homes on their own lot and proposes to create three additional residential lots on the north end of this 10.05 acre property, Lot 1D proposes also to have an accessory dwelling unit (soon to be shown on the plans). The Preliminary Plan application will be submitted as soon as we have our Section 1111 Permit from the State for the project which we plan on seeing in the next week or so. Hi Jay- Thanks for getting back so quickly. It is still uncertain whether the Fire Department will require a new hydrant for the project. If so, a hydrant flow test will be a piece of the puzzle that will need to be filled in. So being conservative, if you are comfortable with a test on Friday, we will cover the cost and that will square away the technical issues on the existing conditions. If the weather holds, we might be able to slip one in tomorrow if you want us to. There is a hydrant flow test fees associated with it. Hi Jay- We are working on a subdivision for the Wright family that will create three (3) new housing units on the east side of the highway. This property is located about 0.2 miles south of the interstate. In support of sizing of the domestic service line diameter, we were hoping that you might have some hydrant flow data in the immediate area. There is a hydrant generally at the high point at this section of the highway just south of the 900 Hinesburg Road building. We searched but it looks like what we have for information dates back 15 years of so and this is down in the Meadowland Business Park. Many thanks for your thoughts on this one.
