Re: SBWD Technical Review, SD-24-08, 850 Hinesburg Road
The South Burlington Water Department has reviewed the Master Plan and the Preliminary Plat Folder for the above referenced property. These comments are primarily directed to the Master Plan but will have a signi�icant impact on the preliminary plans as currently provided.
1. Given the expanse of the overall project, a minimum 8” water main with �ire protection (�ire hydrants) will be required.
2. The water line shall be tapped onto the 12” Hinesburg Road water main south of the existing Hinesburg Road �low control vault V3 that is located between houses 900 and 950, then run through the project terminating at approved locations with each phase of the project.
3. A �inal connection shall be made on the Lane Press water line that will require a ROW or easement from the owner of the water line to Lane Press to this project’s developer/owner. A three-way tee and three valves shall be constructed with the tie-in on the Lane Press water line. This looping requirement will reduce water quality and hydraulic �low issues common in long dead-end lines and is a requirement in the South Burlington Water Ordinance.
4. Soil condition testing may be required to determine the best water line material for this project.
5. All water lines and appurtenances shall be private and the responsibility of the owner(s)/developer.
6. Easements for access to each curb stop, gate valves, and �ire hydrants shall be granted to the City of South Burlington for the routine maintenance or operation of
said curb stops, valves, and hydrants, in accordance with the City of South Burlington Water Ordinance.
7. Per number 1 above, the proposed 1-1/2” copper water service shown to serve four new homes in Phase one, on sheet C2,2 is unacceptable.
8. The following note must be provided on all future plan sheets and detail pages: All water lines and appurtenances shall be installed in accordance with the Champlain Water District Speci�ications and Details for the Installation of Water Lines and Appurtenances, current edition, henceforth CWD Speci�ications.”
9. The project shall be constructed, completed, maintained, and operated in accordance with the approved plans. No changes shall be made in the project without the written approval of the appropriate CWD Division.
10. When a pipe material is speci�ically noted on the approved project drawings, the contractor/developer shall not have the option of utilizing any other pipe material.
11. No water lines shall be installed after November 15 or before April 1 without prior approval of the SBWD. The SBWD may restrict work before November 15 and after April 1 during adverse weather conditions. The SBWD does not allow excavating water mains or service lines during the winter months except by special permission.
12. The applicant or project engineer shall be responsible for the submittal of test results to the SBWD. Submittal of all test results shall be required prior to the water main being placed into service. 13. Record drawings, prepared by a VT licensed Professional Engineer shall be provided to the SBWD in pdf. and Auto-CAD format. Drawings shall include ties to all gate valves and curb stops to sub-meter accuracy.
13. It is the responsibility of the contractor to be familiar with the CWD Specifications beyond what is included in this information. The Champlain Water District Specifications and Detail for the Installation of Water Lines and Appurtenances information can be found at www.champlainwater.org The South Burlington water department will have further comments as this project proceeds through the development review process.
