The project consists of demolishing approximately 4,250 sf of existing concourse and constructing a 29,234 sf three-story addition at the north end of the existing terminal building, 1200 Airport Drive. CONTEXT This application represents a portion of the first phase of a concurrent master plan application for the airport as a whole. The Board reviewed a sketch plan on Sept 4, 2024. This application depends on a second project for compliance with the required minimum landscaping budget. Staff anticipates there will be conditions of the master plan affecting this application. COMMENTS Development Review Planner Marla Keene and Director of Planning and Zoning Paul Conner (“Planning Staff”) have reviewed the plans submitted on October 18, 2024 and offer the following comments. Numbered comments for the Board’s attention are indicated in red. A) ZONING DISTRICT & DIMENSIONAL REQUIREMENTS AIR Zoning District Required Existing Proposed Min. N/A N/A 1. The applicant has submitted an application to subdivide for lease the lands of 1150 Airport Drive from the main airport parcel. Staff considers the subdivision of land for lease to not reduce the lot size. B) SITE PLAN REVIEW STANDARDS 14.06 General Review Standards A. Relationship of Proposed Structures to the Site. (1) The site shall be planned to accomplish a desirable transition from structure to site, from structure to structure, and to provide for adequate planting, safe pedestrian movement, and adequate parking areas. The DRB shall consider the following: (a) Street Frontage. Maintain internally-consistent building setbacks and landscaping along the street. #SP-24-41 3 At sketch, the applicant stated the proposed addition would be located predominantly behind the existing narrow building section connecting the parking garage second level walkway to the main terminal building relative to the public way. However it appears there are approximately 113 ft of additional building protruding beyond the existing narrow building section. In addition, it appears there may be additional building height proposed above the existing narrow building section. 1. To facilitate review of this criterion, Staff recommends the Board ask the applicant to walk through existing and proposed conditions plans and elevations with the intention of clarifying what the scope of the proposed addition will be when viewed from the public way. This information should include what will be visually different when the project is complete, including both geographic changes and exterior finish changes. (b) Building Placement, Orientation. Maintain or establish a consistent orientation to the street and, where a prevalent pattern exists, shall continue the manner in which the site’s existing building foundations relate to the site’s topography and grade. Staff considers the provided information sufficient to determine no change to the building orientation is proposed. (c) Transition Contrast in Scale. Minimize and mitigate abrupt contrasts in scale between existing, planned or approved development, and proposed development. 2. The addition is proposed to be three stories with a total height of 40 ft. No statement as to the height of the existing terminal building has been made. Staff recommends the Board ask the applicant to describe the height of the existing terminal and of each section of parking garage and then consider whether this criterion is met. (d) Pedestrian Orientation. Improve and enhance pedestrian connections and walkability within the area proposed for development. The applicant has not submitted a proposed conditions site plan, making compliance with this criterion difficult to evaluate. Based on a review of provided utility and grading plans, it appears the applicant may be disrupting an existing sidewalk with a new driveway crossing. 3. Staff recommends the Board require the applicant to provide a proposed conditions site plan to allow evaluation of this and other site related criterion. (e) Solar Gain. Orient their rooflines to maximize solar gain potential, to the extent possible within the context of the overall standards of these regulations. Pursuant to 3.18, commercial buildings subject to the Commercial Building Energy Code are required to provide a solar ready zone and install an on-site solar photovoltaic system or equivalent. The Fire Marshal has indicated this project will be considered a separate new building, and therefore Staff considers it will be subject to the CBES. Therefore installation of a photovoltaic system will be required and Staff considers this criterion met. (2) Without restricting the permissible limits of the applicable zoning district, the height and scale of each building shall be compatible with it’s site and existing or anticipated adjoining buildings See comment pertaining to criterion 1(c) above. (3) Parking: No parking is proposed to be affected by this project. #SP-24-41 4 B. Relationship of Structures and Site to Adjoining Area. (1) The Development Review Board shall encourage the use of a combination of common materials and architectural characteristics (e.g., rhythm, color, texture, form or detailing), landscaping, buffers, screens and visual interruptions to create attractive transitions between buildings of different architectural styles. The applicant has not provided architectural renderings and the provided elevation drawings do not call out colors or materials. 4. To the extent appropriate for how much of the building will be visible from the public way, Staff recommends the Board require the applicant to provide architectural renderings (or more simplified elevations with materials) of the exterior of the building in the context of the surrounding buildings permit evaluation of compliance with this criterion. (2) Proposed structures shall be related harmoniously to themselves, the terrain and to existing buildings and roads in the vicinity that have a visual relationship to the proposed structures. (3) To accomplish (1) and (2), the DRB shall consider: (a) Pattern and Rhythm. Update or maintain or extend the overall pattern of development defined by the planned or existing street grid, block configurations, position and orientation of principal buildings, prevalence of attached or detached building types. Staff considers this criterion met to the extent it refers to the pattern of development in horizontal space. (b) Architectural Features. Respond to recurring or representative architectural features that define neighborhood character, without adhering to a particular architectural style. See comment above pertaining to requiring renderings of the exterior of the building in the context of the surroundings. (c) Privacy. Limit impacts and intrusions to privacy on adjoining properties, including side and back yard areas through context sensitive design. Staff considers this criterion met. (4) Pedestrian Connection. Pedestrian access must include direct (shortest linear distance) pedestrian sidewalk or path connections from local streets to the main entrances of principal buildings, civic spaces, recreation paths, shared parking areas, and existing or planned transit stops or facilities. 5. As discussed above, it is somewhat unclear what pedestrian impacts are proposed. Staff recommends revisiting this criterion when the above-recommended proposed conditions plan is provided. C. Site Amenity Requirement (1) Sites are required to include a specific minimum area for appropriate Site Amenities. This section does not apply to projects within the City Center FBC District (which are governed by Section 8.08). (2) Applicability. Applications for the following shall be required to provide Site Amenities: #SP-24-41 5 (a) Any non-residential development over 5,000 SF. (b) Additions or expansions exceeding 5,000 SF for existing non-residential structures. (c) Any residential development, including conversion of non-residential structures to residential use. (3) The required area shall be: (a) For Non-Residential development, a minimum of 6% of non-residential building gross floor area. (b) For Residential development, determined by number of units as: (i) For fewer than 10 units, 100 square feet per unit; (ii) For 10 to 19 units, 85 square feet per unit; or (iii) For 20 or more units, 60 square feet per unit. The proposed commercial 29,234 sf building requires 1,754 sf of site amenity. The applicant is proposing a recreation path, to be permitted under separate application. Staff recommends the Board include a condition of approval requiring completion of the recreation path amenity prior to use of the building addition proposed herein. (4) The DRB may, in its discretion, provide a credit for up to 50% of the required Site Amenity area if the Applicant demonstrates a safe, walkable connection to an existing Civic Space or public park that is accessible by the general public and located within five-hundred (500) feet of at least one pedestrian access point for each building on the lot via a walking route and/or pedestrian way. A “safe, walkable connection” shall not include or require crossing a four-lane road. Not applicable. Staff notes this criterion will be reviewed more closely as part of the recreation path application. 14.07 Specific Review Standards In all Zoning Districts and the City Center Form Based Codes District, the following standards shall apply: A. Environmental Protection Standards. All proposed development shall be subject to the applicable requirements of Article 12, Environmental Protection Standards. No protected natural resources are impacted by the project. B. Site Design Features. All proposed development shall comply with standards for the placement of buildings, parking and loading areas, landscaping and screening, open space, stormwater, lighting, and other applicable standards related to site design pursuant to these Land Development Regulations. The Director of Public Works reviewed the provided plans on November 12, 2024 and offers the following comment. • The Airport Property will need wastewater and water allocations for this project. In order to determine the allocation needed, this may require review of prior allocations to understand #SP-24-41 6 the current total allocation for the property. [Water Quality Superintendent] Bob Fischer has already started working with their consultant on this. Other criteria are included in article 13 and are discussed below. C. Access and Circulation. All proposed development shall comply with site access and circulation standards of Section 15.A.14. The Access and Circulation standards have been moved to 15.A.10B. Since no street changes are proposed, Staff considers this criterion to be not applicable. D. Transportation Demand Management (TDM) See section 13.01 below. E. Building Form. Development within the City Center Form Based Code District, the Urban Design Overlay District, and other districts with supplemental building form standards shall adhere to the standards contained therein. Not applicable. F. Streetscape Improvements. A proposed new construction or extension/expansion of an existing structure exceeding the thresholds listed in either (a) Section 14.09(B) or (b) Section 8.11(D) within the City Center Form Based Code, or Section 3.15(D) in all other zoning districts, shall be required to upgrade adjacent sidewalks, greenbelts, and related street furniture (trees, benches, etc.) to the standards contained within the applicable Street Type and Building Envelope Standard. Nothing in this subsection shall be construed to limit requirements for additional upgrades as necessary to meet the requirements of these Regulations. The applicant has indicated they will propose streetscape improvements as part of the recreation path application. Staff recommends the Board consider this criterion as applicable to that project since that project is being proposed as mitigation for this one. G. Access to Abutting Properties. The reservation of land may be required on any lot for provision of access to abutting properties whenever such access is deemed necessary to reduce curb cuts onto an arterial or collector street, to provide additional access for emergency or other purposes, or to improve general access and circulation in the area. Staff considers no additional reservation of land to be necessary. H. Utility Services. Electric, telephone and other wire-served utility lines and service connections shall be underground insofar as feasible and subject to state public utilities regulations. Any utility installations remaining above ground shall be located so as to have a harmonious relation to neighboring properties and to the site. Standards of Section 15.A.18, Infrastructure, Utilities, and Services, shall also be met. Wire served utilities are proposed to be underground. I. Disposal of Wastes. All dumpsters and other facilities to handle solid waste, including compliance with any recycling, composting, or other requirements, shall be accessible, secure and properly screened with opaque fencing to ensure that trash and debris do not escape the enclosure(s). Small receptacles intended for use by households or the public (i.e., non-dumpster, non-large drum) shall not be required to be fenced or screened. No additional dumpster facilities are proposed. #SP-24-41 7 C) SUPPLEMENTAL REGULATIONS 3.18 Residential and Commercial Building Energy Standards C. Commercial Building Energy Standards (CBES). (1) Stretch Code or Guideline. Commercial buildings, as defined by 30 V.S.A. § 53(a), that are principal buildings, shall comply with the Commercial Building Energy Standards Stretch Code Guideline, as prepared and revised by the Vermont Public Service Department. If no such Guideline exists, it shall not be applied. Such buildings for which the CBES Certificate certifying compliance with the CBES and Guideline is not recorded in the South Burlington Local Records shall be deemed land development without a zoning permit in violation of these Regulations. Staff considers the CBES to apply to this project. (2) Solar-Ready Zone. New buildings subject to this Section for which a complete application is submitted following the date these Regulations become effective, shall be required to meet the standards of C402.5 Solar-Ready Zone of the Commercial Building Energy Standards as prepared and revised by the Vermont Department of Public Service. 6. Staff recommends the Board require the applicant to demonstrate a solar ready zone in compliance with the CBES prior to closing the hearing. (3) Electric Vehicle Charging. All parking spaces associated with new buildings or new dwelling units subject to the CBES standards shall be built to EV-Ready standards, whenever EV- Capable Space standards are required by the CBES. This requirement applies to all parking facilities associated with such buildings, regardless of the number of parking spaces provided. Substitution of Level 3 chargers for EVSE shall not reduce the number of EVSE parking spaces at a building subject to CBES by more than 50% of the number required for compliance. No new parking spaces are proposed. However, it could be asserted that at least a portion of the existing parking spaces are associated with the proposed new building. This section is intended to provide a requirement for construction of EV-ready spaces when EV-capable spaces are required by Vermont state law. 7. Staff recommends the Board direct the applicant to provide the determination on whether EV-capable spaces are required under the CBES, and if so, provide an assessment of the required number of EV-ready standards for the new building and compare this number to the number of EV charging spaces provided. 3.19 On-Site Solar Photovoltaic Systems B. Applicability and Standard. This section shall apply to the receipt of a zoning permit for the construction and subsequent alteration of any building that, beginning May 11, 2023 is required by these regulations and/or the CBES, as amended from time to time, to establish a “solar-ready zone”. For any such building required to establish a solar-ready zone, there shall be installed a solar photovoltaic (“Solar PV”) system designed to maximize the use of the area of the Solar-Ready Zone employing typical Solar PV panel configurations. 8. This standard goes on to provide some reductions and an alternative compliance pathway if the applicant seeks to pursue it. Staff recommends the Board ask the applicant to review this section and determine whether they will meet the standard by #SP-24-41 8 providing an on-site photovoltaic system as described above or whether they will seek reduction prior to closing the hearing. Specific demonstration of compliance of the installed system with the solar-ready zone can be a condition to be addressed prior to issuance of a zoning permit. 13.01 Transportation Demand Management A transportation demand management analysis is required for the proposed concourse expansion. The trip generation analysis yields an evaluation of required TDM strategies, which are concrete steps an applicant must take to reduce single-occupancy vehicle trips and/or vehicle miles traveled. B. Applicability. (1) TDM requirements shall apply in all zoning districts and to land development as follows: (a) Master plans shall apply TDM requirements to the entire area of land development, or to each phase if the project includes phasing. (b) Site Plan Review shall apply TDM requirements. Staff considers TDM requirements to be applicable. C. Calculation Of Trips Generated. (1) Reference Materials. Trips generated will be evaluated using the methodology established in Appendix B. Staff considers the applicant may have the opportunity to propose an alternative approach for trip generation evaluation using their FAA master plan that anticipates enplanements over the coming 10 to 25 years. (2) Net Change. The City will consider the net change in trips generated by a proposed development. (a) Trips shall be calculated using the most appropriate land use category and the estimate of PM peak hour trips as estimated by the current Institute of Transportation Engineers (ITE) Trip Generation Manual. (b) A lot which has an existing land use shall use its currently-permitted trip generation rate as the baseline. If no such rate can be identified through permitting records, the applicant shall calculate a baseline trip generation rate as per section 13.01 C (1). (c) Lots which have no existing permitted or developed land use or where a previously- permitted or developed land use has been abandoned for more than three (3) years are considered to have zero (0) preexisting trip generation. The applicant has submitted a Passenger Trip Generation letter, prepared by Jacobs Engineering and dated October 3, 2024 and included the packet for the Board. This letter asserts that the average annual growth forecast for the airport enplanements is 0.8%, which will result in annual enplanements in 2038 matching the peak enplanement which occurred in 2009. The letter further asserts that the peak trips on Airport Drive occur outside of the PM peak hour, but does not provide supporting data. The Jacobs Engineering letter does not draw a conclusion of the number of PM peak hour trips generated by the existing airport terminal or by the proposed project. The Airport’s 2022 master plan is available here https://btvmasterplan.com/public-information/. Chapter 3 discusses enplanements and includes that the 2038 enplanement forecast is 787,012, #SP-24-41 9 while Chapter 5 discusses peak vehicle trips though it stops short of providing a total forecasted number of trips. Staff was unable to locate data supporting Jacobs Engineering’s claim that enplanement in 2038 will match 2009 values. In attempting to provide a baseline number of trips, Staff has located the 2009 Forecast Letter Report for the airport which was approved by the FAA. This 2009 Forecast Letter provides measurement of PM peak hour trips. Staff considers the approved master plan and the 2009 Forecast Letter demonstrates the airport can and does evaluate PM peak hour trips. 9. Staff recommends the Board require the applicant to provide an assessment of existing trips and increased trips based on the planned capacity of the proposed North Concourse terminal expansion. (3) The DRB or Administrative Officer may, at their discretion, declare multiple buildings that are part of a single parcel, application, master plan or master plan phase, to be a single entity for the purposes of calculating TDM requirements. 10. Staff supports the trips being considered on a master plan basis. However, Staff also supports TDM being applied on a phase-by-phase basis if that is the most appropriate strategy for this particular master plan. D. TDM Development Category. A development is assigned a TDM Development Category based on the estimated net change in PM Peak Hour Vehicle Trips on the adjacent street. Table 13-1. Calculating TDM Development Categories TDM Development Category Small Development Standard Development Large Development Net Change in PM Peak Hour Vehicle Trips <25 25-75 >75 The category of development will affect the required TDM reduction. Small projects require no TDM, while standard projects require 5% reduction in trips through the use of TDM, and large projects require 14% reduction. Without trip data, no statement can be made as to what reduction will be required. F. TDM Credits (1) Enhanced Transit Proximity Credit. An Enhanced Transit Proximity Credit equal to a 10% reduction in PM Peak Hour trips generated shall be applied to buildings whose primary entrance(s) fronts directly onto one of the following roadways: Shelburne Road and Shelburne Street; Williston Road from the Burlington city limits to its intersection with Kennedy Drive, inclusive of the full intersection; Kennedy Drive; Dorset St from its intersection with Kennedy Drive to its intersection with Williston Rd, inclusive of the full intersections; and/or land located within the City’s Neighborhood Development Area. Not applicable (2) Standard Transit Proximity Credit. A Standard Transit Proximity Credit equal to a 5% reduction in PM Peak Hour trips generated shall be applied to buildings located within 0.25 miles of, but which lack frontage along, any of the above-mentioned sections of road, provided that the building’s primary entrance(s) are located within a 0.25 mile radius of an eligible road segment. Not applicable. #SP-24-41 10 (3) Non-Residential Mixed-Use Credit. A Non-Residential Mixed-Use Credit equal to a 3% reduction in PM Peak Hour trips generated may be applied to non-residential projects that are co-located with a supporting commercial or retail use that will reduce trips through internal capture. Not applicable. G. TDM Actions. (1) An applicant shall select policies and physical improvements (collectively “TDM Actions”) to reduce total trip generation and meet the reduction required by TDM according to their project’s TDM Development Category. Each TDM action has a corresponding value that estimates the percentage of total PM Peak Hour trips that action will reduce. (a) Ongoing actions must be maintained as long as the TMP is active for that project or site unless otherwise specified. If an ongoing action is discontinued, applicants must amend their TMP to include new TDM actions sufficient to mitigate their required number of trips. (b) Ongoing Actions are only available to Large Developments. (c) An applicant may exceed the minimum required reduction through various allowable TDM Actions. (d) An applicant choosing multiple TDM Actions must select at least one Active Transportation Action before choosing other Actions. Available TDM actions include four categories: active transportation, site design, ongoing, and other. Actions are each valued at a certain percent reduction, and the applicant must determine which actions to implement to effect the required reduction. H. Voluntary Additional TDM Reductions The applicant may choose to provide additional TDM beyond the required credit, which may reduce the required off-site mitigation or reducing transportation impact fees. I. Fee-in-Lieu The applicant may choose to meet their required TDM by paying into a City fund designated for TMD improvements. (2) The fee shall be assessed as $10,000 for each 1 vehicle trip reduction or 1% reduction in trips, whichever is greater, payable prior to the issuance of the zoning permit. J. Transportation Management Plans (TMPs). (1) TMPs. A TMP shall be created to summarize and account for the TDM options selected by the applicant for standard and large land development projects. Small projects are eligible for a TMP waiver. (a) TMPs shall be provided and approved as part of a site plan approval. (b) A TMP shall include the following information: (i) Land use description including the existing and proposed ITE Land Use Code(s), the existing and proposed size of the development (gross floor area, number of household units, etc.). (ii) Reference to Site Plan Review plan set pages, application, or other mapping that shows multimodal infrastructure adjacent or close to the site including sidewalks, paths, bike lanes, and current transit routes and stops. #SP-24-41 11 (iii) Estimated PM peak hour vehicle trips from the site as estimated using the latest available ITE Trip Generation rates, and prior permitted maximum trip generation, if applicable. (iv) TDM Actions proposed for the site, including specific quantity, location, and availability, as applicable. (v) Copies of any agreements made with partnering organizations (i.e. CATMA, GMT, etc). Staff recommends the Board require the applicant to include the required TMP as part of their updated traffic evaluation. K. Monitoring and Enforcement of TDM Plans Ongoing reporting on TDM compliance is required. L. Vehicle Trip Reduction Vehicle trips mitigated through TDM Actions as per 13.01(G) will not be assessed for Traffic Impact Fees under the City’s Impact Fee Ordinance. This shall not include the Fee-In-Lieu TDM Action beyond the minimum TDM requirement for the project. 13.03 Bicycle Parking and Storage The applicant upgraded the site to meet the current bicycle parking requirements as part of the south terminal expansion project approved in SP-21-018. Therefore they must now provide bicycle parking spaces to meet the requirements for the proposed addition, consisting of one short term space per 5,000 sf and one long term space per 10,000 sf. 11. The applicant has submitted a mark-up of the previously approved analysis of bicycle parking requirements. However it is unclear what the conclusions are of the markup. Staff recommends the Board require the applicant to provide, in tabular format, the following information. The applicant instead is proposing to locate the required minimum landscaping west of Airport Drive on a proposed recreation path. Required minimum landscaping budget for the proposed $37,498,000 project is calculated as follows. The other standards are as follows. B. Landscaping of Parking Areas. Not applicable. C. Screening or Buffering The Development Review Board will require landscaping, fencing, land shaping and/or screening along property boundaries (lot lines) whenever it determines that a) two adjacent sites are dissimilar and should be screened or buffered from each other, or b) a property’s appearance should be improved, which property is covered excessively with pavement or structures or is otherwise insufficiently landscaped, or c) a commercial, industrial, and multi- family use abuts a residential district or institutional use, or (d) a parking or loading area is adjacent to or visible from a public street. Pending response to the related comment above, Staff considers approximately 113 feet of the proposed addition will protrude beyond the existing north wing of the building. However, this protrusion is fully shielded from Airport Drive by the existing parking garage. Staff considers no additional screening to be required. D. Front Yards of Non-Residential and Multi-Family Uses. In the case of non-residential and multi-family uses, the required front yard and/or the frontage along designated arterial and collector streets (see Article 3, Section 3.06 for this list) shall be suitably landscaped and maintained in good appearance. Landscape elements that reduce stormwater runoff and promote stormwater infiltration are encouraged. The Development Review Board shall require the applicant to meet the provisions of sections 13.04(F) and (G). The Board has reviewed this criterion as it pertains to other recent airport projects and has not identified any particular deficiency in the landscaping of the airport frontage. Staff considers no additional landscaping to be required. 13.05 Stormwater Management The City Stormwater Section reviewed the provided plans on November 8, 2024 and offers the following comments. #SP-24-41 13 • The applicant shall provide an as-built plan for the existing StormTrap system for confirmation of the existing size and depth to inverts and outlet elevations. • What consideration has been given regarding stormwater treatment for the proposed rec path? From the Master Plan narrative, 3.95 acres of impervious surface is being proposed, which will require treatment as described under Section 13.05 of the South Burlington LDRs. The second comment is not relevant to the current application. Staff recommends the Board incorporate the first comment as a condition of approval. 13.07 Exterior Lighting Lighting requirements are summarized as follows. (1) Fixtures must be downcast and shielded (2) Illumination must be evenly distributed (3) Fixtures must be placed to minimize lighting from becoming a nuisance (4) Poles shall be rustproof metal, cast iron, fiberglass, finished wood or similar structural material, with a decorative surface or finish (5) Poles & building mounted fixtures may be no higher than 30-ft (6) Poles must be located in safe locations Specific requirements for maximum illumination levels are included in Appendix A and are limited to 3-foot candles average at ground level. The applicant has submitted photometric drawings for the tarmac side of the airport, within the airport security fence. Staff has been unable to locate drawings indicating the location of or resulting illumination from proposed illumination on the public side of the proposed building, nor has the applicant made a statement that there is no proposed change to illumination on the public side of the building. 12. Staff recommends the Board require the applicant to provide demonstration of compliance with exterior lighting criteria, including photometric drawings and lighting cut sheets, for any illumination which will be visible to the public including on the north side of the proposed addition within the security fence. 13.11 Fences The applicant indicated at sketch that they were proposing to extend the existing wrought iron fence from the north end of the building to connect to the existing fence north of the building. However this does not appear to be shown on the applicant’s plans nor is a detail provided. The existing fence is metal with metal spikes on top, which is prohibited in the LDR. Historically the Board has considered airport security fencing exempt from regulation under 24 V.S.A. § 4413. 13. Nonetheless, Staff recommends the Board require the applicant to show the location and provide a detail for the proposed fence. 13.12 Utility Cabinets and Similar Structures #SP-24-41 14 Most of the standards of this section pertain to utility cabinets and similar structures on their own lots. (4) There shall be sufficient landscaping or fencing of sufficient height and opacity to screen effectively the facility year-round from streets and abutting unaffiliated properties. The proposed aboveground utilities will be screened from the pubic street by the parking garage. (5) The location of the facility shall be shown on all relevant site plans. Staff considers this criterion met. (6) Utility cabinets and similar structures shall be located a minimum of five (5) feet from all existing or planned public roads or rights-of-way. Staff considers this criterion met. 13.18 Transportation Standard and Congestion Policy B. Applicability. The Transportation Standard and Congestion Policy shall apply to all projects forecast to generate 75 or more trips (all modes) during the Peak Hour between 4 and 6 PM onto the City' roadway network. Depending on the responses to the above comments, this section may apply. If applicable, the applicant must prepare a traffic impact study to evaluate the intersections which will experience more than 75 trips during the PM peak hour. If the proposed development exceeds the permitted Level of Service (LOS) or Volume over Capacity (V/C) thresholds permitted in Table 13-3, the applicant must identify provide on- and/or off-site mitigation actions to improve the LOS and V/C to permitted levels. Development Review Planner City of South Burlington Planning and Zoning Department 180 Market Street South Burlington, VT 05403 RE: Passenger Trip Generation Project NexT – North Terminal Improvements Patrick Leahy Burlington International Airport (BTV) Dear Ms. Keene: The purpose of this letter is to present information relating to vehicle trips to and from Patrick Leahy Burlington International Airport (BTV), and explain why the BTV NexT project will not result in a measurable increase in daily or peak-hour trips in the vicinity of the Airport. This project will improve passenger safety and the passenger experience by replacing the existing North Concourse. The highest passenger capacity at BTV typically occurs on weekdays between 4:30 and 6:00 AM. This initial rush of departing aircraft at the North terminal includes Gates 1, 3, 4, 5, 6, 7, and 8. Based on the current North terminal configuration and the existing space available at the North gates, the aircraft used are typically small- to mid-sized regional jets, with capacities ranging from 50-100 passengers. Despite these smaller aircraft, the North terminal is often overwhelmed if weather or other issues cause delays. In recent years, the collective airline industry has changed its operational strategy to service small hub airports (such as BTV) with larger “mainline” aircraft (Boeing 737, Airbus A320/321), but fewer daily flights. The reasons for this are related to an ongoing pilot shortage, fuel efficiency, and other factors. Therefore, the primary goal of BTV NexT is to enplane an equivalent number of passengers using fewer aircraft, while providing additional terminal space for the travelling public. The changing trends in the airline industry will be addressed by the BTV NexT project. The new terminal will replace Gates 1, 3, 4, 5, 6, and 7 with four new Gates that can accommodate the mainline aircraft. This reduction in gates will meet the industry trend of larger aircraft and fewer flights. This project is not expected to have a measurable impact on the number of passengers arriving or departing BTV, thus no change is expected in vehicle trips on the roadway network around the Airport. Based on the current BTV Master Plan, which was approved by FAA in 2022, the average annual growth forecast is 0.8%. This growth rate puts BTV on pace for approximately 750,000 annul enplanements in 2038, which matches BTV’s peak enplanement year of 2009. Note that enplanements have dipped since 2009 and were significantly affected by Date: 3 October 2024 Jacobs Engineering Group Inc. 2 the COVID-19 pandemic. It is expected that BTV will return to pre-pandemic passenger enplanements this year. The Chittenden County Regional Planning Commission (CCRPC) conducted traffic counts on Airport Drive in June and July 2023. These counts were conducted north of the Airport exit, and south of the Airport entrance. The 2-way traffic count data for 2023 is summarized below. As demonstrated above, the CCRPC data indicates a maximum Average Annual Daily Traffic (AADT) of 7,590 vehicle trips per day on Airport Drive, which is classified as a Minor Arterial roadway. The existing peak hour volumes on Airport Drive do not align with the peak passenger arrival or departure times at BTV. Additionally, 2019 traffic count conducted by CCRPC at LocID D218 showed a maximum AADT for 9,123 vehicles, which is 20% higher than the 2023 volumes. In summary, the BTV Next Project is intended to address a rapidly changing industry, while improving the passenger experience and safety. It will not result in significant differences to the passenger enplanement forecasts that have been previously developed. Therefore, the BTV Next project is not expected to affect AADT or peak-hour vehicle counts on roadways surrounding the Airport. It is ideal for applications like car dealerships and large parking lots adjacent to malls, transit stations, grocery stores, home centers, and other big-box retailers. CONSTRUCTION Single-piece die-cast aluminum housing has integral heat sink fins to optimize thermal management through conductive and convective cooling. Modular design allows for ease of maintenance and future light engine upgrades. The LED drivers are mounted in direct contact with the casting to promote low operating temperature and long life. Housing driver compartment is completely sealed against moisture and environmental contaminants (IP66). Vibration rated per ANSI C136.31 for 1.5G. 3G vibration rated available for (MA) mast arm mount when specifying option 3G. Low EPA (1.06 ft2) for optimized pole wind loading. FINISH Exterior parts are protected by a zinc-infused Super Durable TGIC thermoset powder coat finish that provides superior resistance to corrosion and weathering. A tightly controlled multi-stage process ensures a minimum 3 mils thickness for a finish that can withstand extreme climate changes without cracking or peeling. Available in both textured and non-textured finishes. Coastal Construction (CCE) Optional corrosion resistant construction is engineered with added corrosion protection in materials and/or pre-treatment of base material under super durable paint. Provides additional corrosion protection for applications near coastal areas. Finish is salt spray tested to over 5,000 hours per ASTM B117 with scribe rating of 10. Additional lead-times may apply. This design provides reliable emergency operation while maintaining the aesthetics of the product. All emergency battery backup configurations include an independent secondary driver with an integral relay to immediately detect loss of normal power and automatically energize the luminaire. The emergency battery will power the luminaire for a minimum duration of 90 minutes (maximum duration of three hours) from the time normal power is lost and maintain a minimum of 60% of the light output at the end of 90minutes. The long-life LEDs and driver make this luminaire nearly maintenance-free. CONSTRUCTION The die-cast aluminum housing and door act as heat sinks to optimize thermal transfer from the light engine and driver to promote long-life. The die-cast door frame is fully gasketed with a one-piece solid silicone gasket to keep out moisture and dust, providing an IP65 rating for the luminaire. FINISH Exterior painted parts are protected by a zinc-infused Super Durable TGIC thermoset powder coat finish that provides superior resistance to corrosion and weathering. A tightly controlled multi-stage process ensures a 3 mils thickness for a finish that can withstand extreme climate changes without cracking or peeling. Standard Super Durable colors include dark bronze, black, natural aluminum, sandstone and white. Available in textured and non-textured finishes. OPTICS Recessed lens to cut off high angle light and reduce glare. Combination of diffused lens and reflector design has low surface brightness creating a visually comfortable environment with great distribution. LEDs are fully hidden from view to eliminate pixelization and harsh glare. The ARC LED has zero uplight and qualifies as a Nighttime Friendly™ product, meaning it is consistent with the LEED® and Green Globes™ criteria for eliminating wasteful uplight. ELECTRICAL Light engine consists of high-efficacy LEDs mounted to metal-core circuit boards to maximize heat dissipation and promote long-life (up to L88/100,000 hours at 25°C). The electronic driver has a power factor of >90%, THD <20%. Luminaire is 0-10V dimmable. INSTALLATION The universal wall plate, supplied with the luminaire, fits multiple size junction boxes and supports it during wiring for easy installation. Built-in wet location wiring compartment on the luminaire to accommodate wiring connections for applications with no junction box.
