HomeMy WebLinkAboutDraft Minutes - Public Art Selection Committee - 09/17/2024 PAGE 1 SOUTH BURLINGTON PUBLIC ART COMMITTEE MEETING September 17, 2024 The South Burlington PUBLIC ART COMMITTEE held a regular meeting on Tuesday, September 17, 2024, at 5:30 p.m. in Room 301, 180 Market Street, and by remote participation. Members present: Penne Tompkins (Chair), Sebastian Ryder, Amanda Holland (Chair-elect), Jean Sebastien Chaulot, Sophia Babbitt, W.S. Arabella Elliot Rose, Ilona Blanchard (staff, non- voting), Tim Barritt (Council Liaison, non-voting) Members not present: Bettie Barnes, Michele Bailey (Vermont Art Council Representative, non- voting) Also in attendance:, Ryan Doyle, Sarah Jayne Kennelly (Curator) The meeting convened at 5:35 pm. Ilona reviewed the emergency procedures. Jean was identified as minutes taker. 1. Minutes from July 16 meeting were reviewed. Motion to approve was made by Arabella and seconded by Amanda. Minutes were unanimously approved. 2. Public Comment. Ryan Doyle discussed that he would like jargon removed from the website. He asked the committee members to write down jargon they see. He also asked about utility box project. He noted that rules to allow art in the street can impact placemaking and safety within the City. He is interested in how art can make walking and rolling to school safer for students. Ryan Doyle will send ideas to Committee via e-mail to Ilona. 2. City Council Report. Tim told the committee that the Cultural plan has been put on hold for 9 to 10 months. 3. Election of Officers. Penne nominated Amanda to be the new chair. Sophia seconded. Unanimously approved. No volunteer for vice chair. Vice chair can be considered in-training for Chair. We will review nomination next meeting. Penne will be running the October meeting as Amada will be absent. 4. Staff Update • Jaycee park is moving along. DPW will pour concrete. The art will be in place in October. Ilona suggested a dedication in October or November. Ilona will suggest a text for the art sign. The dedication should be during the day. Sophia and Penne will ask the artists which day/time works best. Public Art Committee Meeting | PAGE 2 • Williston Rd street art RFP will be issued most likely next year • Garden street art will be RFP the year after • Marcotte school fence project will not be asking for input from the PAC. • We have funding to build A,C and D, last discussion by PAC was that art would be on D on the Williston RD intersection redesign. Any art on B location will managed by the developer. • FY 25 policy priorities strategies: review against PAC goals Ryan Doyle noted that per Jeff Speck’s hierarchy of streets, streets coming off Williston Road are more priority spaces (Mary Street, Garden Street are where we should be inviting people. 5. City Gallery Upcoming Show. Sarah Jayne presented the propos for the next exhibit featuring work by Julianna Brazill. The exhibit will be Nov 11 - January 17. Opening day will be Nov 14. The artist will show 20 to 30 pieces with 2 created for this exhibit that will be centered in South Burlington. The curator will ask the artist if she would be willing to do a talk. Penne moved to accept Sarah Jayne’s exhibit proposal. Arabella second. Unanimously approved. Arabella reported on the current exhibit related weaving class on Friday 27th from 10 to noon in the Digital lab at the Library. An intern will help Sarah Jayne with the next installation. This is an unpaid assignment. 6. RFP for FY 2025. Discussion: Art Location opportunities included in the RFP or not? Funding should be done via grant in total or partially. The art work on infrastructure could get a matching grant. Animated design proposal due in the winter and implementation proposal in the spring. One suggestion is kaleidoscopic art. The $15K in the CIP can have a grant for $20K. Ilona suggested each committee member identify a few locations and existing infrastructure and send them to her. Amanda will contact Silken at DPW about potential structures. 7. Other Business. Discussion re: Grant opportunity from AARP to prevent social isolation is due in October. Adam Matthe suggested to contact him if interested. Penne suggests the PAC meet as a team building event not as a meeting. Ilona noted that the committee may meet outside of a committee warned meeting, but if so, cannot talk about the business of the committee. If this event is warned as a meeting, it needs to be in an ADA accessible space. Next meeting is October 15th. Amanda and Sophia will not be able to attend. Meeting adjourned at 7 PM.
