BOARD OF CIVIL AUTHORITY
25 SEPTEMBER 2024
The South Burlington Board of Civil Authority held a meeting on 25 September
2024, at 10:00 a.m., in the Conference Room, City Hall, 180 Market St.
Members Present: C. Shaw, Chair; T. Barritt, D. Kinville, A. Chalnick, E. Fitzgerald,
H. Rees,
Also Present: E. Norway, City Assessor; J. Troisi
1. Welcome and instructions on exiting the building in case of an emergency:
Mr. Shaw reviewed emergency plans
2. Reconvene Hearing:
Ms. Kinville moved to reconvene the hearing. Ms. Fitzgerald seconded. Motion
passed 6-0.
3. Review additional materials requested from Appellant: 514 Burlington
Dist c/o Walgreens:
Ms. Troisi referred to her written memo and noted they believe the fair market
value of the property is $5,272,978. They also believe they can multiply this by the
CLA (common level of appraisal) to come up with what they believe to be the
assessed value of $4,352,316. Ms. Troisi noted that the Board had asked what the
rent was for the Walgreens Taunton sale. There was no rent at the time of sale.
4. Review Site Visit Report:
Mr. Shaw said the team visited the property on 19 September at 8:00 a.m. They
walked the perimeter of the building and accessed all points inside the building
and took photographs. They also tried to match what they saw with the Lister’s
card.

There are 2 separately numbered accesses. #516 goes directly to the second floor
where they found 2 large bathrooms, offices, cropped ceilings, a storage area in
back with no windows. The entire area is heated. On the ground floor, there are
also 2 bathrooms and business spaces.
The team found discrepancies with the Lister’s card. Most of the second floor was
habitable with only 45% used for storage. The Lister’s card had designated it all
as “storage.” In addition, the storage area extends over the carport for the drive-
up window. This is not noted on the Lister’s card and represents an additional
1200 square feet. There is also a false façade for the second floor, 24x16, which is
unusable space.
Ms. Troisi said it is possible there is a wall between the building and the
additional square footage over the carport.
Mr. Barritt said they were disappointed that the employees had not been informed
the team was coming. The employees were, however, very cooperative. Ms.
Troisi said they had spoken to someone about the inspection.
Ms. Kinville said it is a beautiful building, and the team was surprised at the
quality of the second floor.
Mr. Barritt noted there were a lot of new exit signs and boxes of electrical things
on the floor. Ms. Troisis said they had determined the cost was not worthwhile.
Mr. Shaw then explained the process for the Board’s deliberation and notification
of the appellant.
Ms. Kinville then moved to meet in deliberative session. Ms. Fitzgerald seconded.
The motion passed with all members voting in favor.
The Board entered deliberative session at 10:17 a.m.
Following the deliberative session, Ms. Kinville moved to adjourn. Mr. Chalnick
seconded. Motion passed with all voting in favor, and the meeting was adjourned
