The South Burlington Economic Development Committee held a rescheduled regular meeting on
September 10, 2024 in the South Burlington City Hall Conference Room 301, 180 Market Street,
South Burlington and by remote participation.
Members present: Tom Bailey, John Burton, Emma Shouldice, Rebecca Kilian, Nicole LaBrecque,
Stephanie Higgins, Sriram Srinivasan, Chris Carrigan
Others present: Andrew Chalnick (City Council Liaison) and Ilona Blanchard (City Staff Liaison),
remotely -Elizabeth Fitzgerald (City Council member).
1. Tom Bailey called the meeting to order at 5:02 PM.
2. All members introduced themselves.__________made a motion to approve the August meeting
minutes with the … changed to a period. The motion was seconded by _______________ and
approved with all in favor.
3. There were no comments from the Public.
4. Ilona provided a city update as follows:
The RFP for the Economic Strategy Plan is ready to go out this week. A 4-person group will be
formed to review the proposals, interview the consultant and make a recommendation. Nicole
LaBrecque volunteered to serve as the committee member to work with this group. The
committee voted and unanimously approved to assign her to this group.
The Public Arts committee has been funded to develop a cultural arts plan. She mentioned it
would be good to coordinate the two new plans.
5. The committee discussed the annual development of the committee work plan. Some ideas that
were mentioned to consider by the committee include:
Tech Hub/UVM Office of Engagement
Coordination with HULA to assist business scale-up efforts in South Burlington
Communicate with area business groups such as Vermont Business Roundtable
Work to utilize property adjacent to the airport with a Foreign Trade Zone
Document and communicate business success and tell the City’s story
Track warehouse and business park space availability
Encourage Canadian business branch offices to locate here
Increase the growth of businesses owned by underrepresented populations
Participate on the regional municipal economic development group
Periodically present key findings to the city council to improve interaction

6. Tom said the committee should be prepared to elect officers at the October meeting.
7. The meeting adjourned at 6:30 PM.
