The north concourse at the Burlington International Airport that was the location of a former fuel storage and transfer area. In 2018, the Airport received a Sites Management Activity Complete (“SMAC”) designation for the former fuel storage and transfer area from Vermont Department of Environmental Conservation (“DEC”); however, residual petroleum impacts remain in soil, groundwater, and soil vapor. In accordance with §35- 804(a)(3) of DEC’s Investigation and Remediation of Contaminated Properties Rule (“IRule”), it is estimated that approximately 3,000 cubic yards of soil will need to be replaced. This would require management and off-site reuse or disposal at a certified landfill, depending on soil quality. Below Grade Soil Improvements Given the known presence of residual petroleum impacts to soil, groundwater and soil vapor associated with the former fuel farm located within the NEXT project footprint, a vapor mitigation system will be incorporated to prevent vapor migration into the new building. In order to remediate this area in anticipation of the North Concourse building, the contractor will need to excavate, and appropriately reuse or replace the soils. The vapor mitigation system will need to be installed, but can only be installed after below grade soil improvements are completed and geothermal wells are placed. Below grade soil improvements also include the installation of rammed aggregate piers to remediate poor structural soils and concrete footings for the future NEXT building. Adjustments to the security fence and construction access will need to be constructed for secure access to this area. This work is shown in multiple phases, labeled as Phases 1A, 1B, 2 and 3 within the enclosed plans. 355 Main Street | Suite 500 | Winooski, VT 05404 | w. eivtech.com Electrical Maintenance In order to complete construction within the north concourse area, the existing generators and utility transformers for the airport will be relocated across Airport Circle adjacent to the existing parking garage. Access Roads & Staging Areas Access roads, the staging area, and engineering field offices are noted as temporary on Phase 3 of the submitted plansheets. These represent final conditions for purposes of this administrative site plan application. The NEXT north concourse project will utilize these access roads and staging areas during construction of the building, and these areas will be removed as part of a final condition of this project. It is anticipated that the NEXT project permits will be secured by December 2024, with construction commencing immediately thereafter. The total impervious areas of the access roads and staging areas described above is 25,621 square feet. The contractor plans to begin this work as soon as permits are received this Fall.
