P&Z Follow up 9/6: Updated comments of the stormwater section are below.  The submitted stormwater narrative indicates that a portion of Williston Road is being captured to site balance with proposed impervious that is not captured and treated. Please highlight on the drainage area plan the portion of Williston Rd that is being captured. The area of Williston Road is at the driveway entrance. I've included an updated plan sheet ST-1.0 that shows the area shaded for clarity.  The HydroCAD model provided did not include a spillway for Gravel Wetland #2. Please confirm that the GW still meets the City's 25-year storm requirement when accounting for the emergency spillway. The box orifice shown on the Gravel Wetland #2 detail sheet and the spillway shown on the site plan has been added to the 25-year model. The spillway crest is set at elevation 332.0' and the maximum water surface elevation for the 25 year storm rises to elevation 331.99' according to the modeling. Regarding the decision about whether to retain the existing wing, if you were to decide to retain the existing wing instead of demolish it after this pending decision is issued, that would require a site plan amendment, which would be relatively simple. However, you could continue to work on the new building construction while that amendment were in process. You just wouldn’t be able to get a certificate of occupancy until the amendment was issued and the required appeal period expired. You also mentioned something about wanting to keep the wing because of a housing shortage. If you were to use the wing as housing and not a hotel (ie no longer paying rooms and meals tax), you would need to meet inclusionary housing requirements for the new units, as well as pay residential impact fees. Any conversion from hotel to residential is considered to be the creation of new housing units. Let me know if you have questions.
