Garden.Street.is.being.met―followed¡ o A temporary 5 feet wide paved sidewalk for pedestrian access is currently located along the frontage of 200 Garden Street. o Access to 112 Garden Street will continue to be through the parking lot behind 303 Market Street, o Garden Street will continue to be used for construction access Block A and 200 Garden Street until September 1, 2025. - Identify.how.the.rooftop.equipment.is.proposed.to.be.screened¡. o Large rooftop units (5’ high) will have a screen as shown on sheet A470. City Arborist (Craig Lambert) – provided 7/16/2024: The.landscape.plan.looks.good.overall¡.My.only.recommendation.is.that.parking.lot.islands.and. bump.outs.where.trees.are.planted.should.be.excavated.and.filled.with.planting.soil.to.a.depth.of.8. feet.to.increase.soil.volume.suitable.to.support.tree.growth¡ See note added on sheet L1.1 regarding planting soil in parking lot islands. Director of Public Works (Tom DiPietro) – provided 7/12/2024: • The proposed project must be constructed in accordance with South Burlington DPW Standards and Specifications. Understood • Any work in a City owned ROW requires the applicant to obtain a ROW permit before proceeding. This includes requests to temporarily restrict on-street parking spaces to facilitate construction. Understood. A ROW Permit will be applied for prior to commencement of construction within the City ROW. • The contractor shall obtain final water and wastewater allocations prior to construction. Preliminary water allocation has been granted. An application for wastewater allocation was submitted with the site plan review application. • The contractor shall obtain a wastewater connection permit prior to connecting to the City's wastewater system. Understood. The WW connection permit application will be submitted with the zoning permit application. • It appears that the project is proposing a temporary paved walk on Garden Street during construction. This walk shall be in place prior to the start of construction and maintained throughout construction. A C.O. should not be issued until the final new paved path and concrete sidewalk are in place. The temporary paved walk along Garden Street is already in place. It is understood that the permanent paved path and concrete sidewalk along Garden Street must be complete prior to a certificate of occupancy for the new building. • Will pedestrians be required to cross Garden Street at the project location at any time, or will they be able to continue along the south side of the street throughout construction? If they will be required to cross, please provide a plan showing the proposed location of this crossing and how it will be constructed. The paved path along the south side of Garden Street will be available for pedestrian use throughout construction. • How will pedestrians safely cross through the parking lot on M4/M5 during construction? Pedestrians will be encouraged to use the paved path along south side of Garden Street, instead of walking through the parking lot behind Lot M4. The existing pedestrian route between 303 Market Street and the community garden beds will be maintained during construction. A construction fence will be located along the edge of the existing pavement to delineate the edge of the walking route. • Where/How will construction vehicles access the site during construction? Construction vehicles will access the site using Garden Street. See also the Garden Street Phased Completion Plan. • Where will contractors park during construction? Contractor / trade vehicles will utilize the parking on Block A and the on-street parking spaces on Garden Street. See also the Garden Street Phased Completion Plan. • The contractor shall maintain any construction fencing so that is in good condition and does not present a hazard or visual obstruction to vehicles or pedestrians. Understood • The contractor shall maintain all EPSC measures and sweep up any material tracked into the road on a daily basis. Understood Deputy Director of Capital Projects (Erica Quallen) – provided 7/12/2024: • There.should.be.a.ramp.connecting.the.accessible.parking.space.to.the.proposed.❶". sidewalk.in.the.parking.lot.median¡.This.would.connect.the.hatched.loading―unloading.area. to.the.sidewalk¡ A ramp has been added between the aisle of the accessible space and the concrete sidewalk. • Please install an accessible parking sign at the end of that parking space. An accessible parking sign is shown at the head of the parking space (see civil site plan). • None of the entrances directly off Garden Street are accessible with ramps. Is there space to provide a ramp to the main street-side entrance (second door in from the east) so people needing a ramp don’t have to go around the building to the rear entrance? The Garden Street entrance is intended primarily for emergency egress from the stairwell. The elevator is located just inside the vestibule of the parking lot entrance. Stormwater Superintendent (Marisa Rorabaugh) – provided 7/17/2024: 1. Staff notes that stormwater treatment for this development is provided by previously permitted and constructed stormwater treatment practices, namely Gravel Wetland 1, Infiltration System for Rooftop Runoff and Gravel Wetland 5. Sizing of these practices accounted for development on this lot, therefore no additional treatment is required at this time. Agreed 2. Civil Sheet 6, Erosion Prevention & Sediment Control Plan: a. The area of disturbance directly abuts two recently constructed parking lots that are, or will be, in active use by residents. The applicant must ensure that sediment does not leave the active site during construction and, if sediment is tracked offsite, promptly clean it up. Staff recommends adding reference to these parking areas and adjoining drives to the “sweeping paved areas” note. Staff additionally recommends adding a requirement to clean up sediment that has been tracked on paved areas by the end of the same business day in which the track-out occurs, as outlined in the stabilized construction access section of the Vermont DEC Low Risk Site Handbook (applicant references this document on this sheet). Notes revised on EPSC Plan c. Winter EPSC Plan Requirements: Section 16.03.B.2 of the City’s Land Development Regulations states that “Land shall not be left exposed between October 15 and April 15”. Please update notes to reflect this requirement. Notes revised on EPSC Plan d. The Limits of Disturbance shown on the plan does not appear to encompass the entirety of the area that will be disturbed. Please indicate how the limits of disturbance and access to the site will be demarcated and therefore controlled. The LOD notes have been revised to require chain link fence when the limit of disturbance is adjacent to a pedestrian route. 3. Civil Sheet 8, Details and Specifications EPSC & Storm Details: a. Stabilized construction exit detail, note 2: please clarify the timeline for clean up that is referenced in this note. Additionally, please note that, as per the Vermont DEC Low Risk Site Handbook, tracking any sediment off the active site and onto adjacent pavement must be cleaned up in the same timeline as that which is tracked into the City right of way (see stormwater comment 1a above).
