HomeMy WebLinkAboutDraft Minutes - City Council - 08/21/2024 PAGE 1 DRAFT MINUTES SPECIAL CITY COUNCIL 21 AUGUST 2024 The South Burlington City Council held a special meeting on Wednesday, 21 August 2024, at 6:30 p.m., in the Auditorium, 180 Market Street, and by Go to Meeting remote participation. MEMBERS PRESENT: T. Barritt, Chair; A. Chalnick, E. Fitzgerald, M. Scanlan, L. Smith ALSO PRESENT: J. Baker, City Manager; Chief S. Locke, Deputy City Manager; D. Eddy, J. Burton, k. Boyk, R. Doyle, N. Lebrecque, P. Gallerani, A. Holland, J. Minott, E. Shouldice, M. Simoneau, M. Tedder, A. Elliott-Rose 1. Pledge of Allegiance: The Pledge of Allegiance was recited. 2. Instructions on exiting building in case of emergency and review of technology option: Ms. Baker provided instructions on emergency exit from the building and reviewed technology options. 3. Comments and questions from the public not related to the agenda: No comments or questions were received. . 4. Conduct interviews with applicants for appointments to City Boards and Committees: The Council interviewed the following applicants for appointment to City Boards and Committees: CITY COUNCIL21 AUGUST l 2024 PAGE 2 a. Peter Gallerani – Bike-Ped Committee – Has engineering experience and a good sense of where bike lanes can be improved. He cited dangerous areas b. Katherine Boyk – Natural Resources and Conservation Committee (incumbent) – working on Open Space Plan; interest in environmental justice c. John Burton – Economic Development Committee (incumbent) – said the committee is in a good place; cited research on childcare options, involvement in the Tech Hub, and the growth of “green technology in the city. Retail and housing and traffic are challenges. Cited the need for regional coordination. d. Arabella Elliott-Rose - Public Arts Committee – works in visual arts promoting art galleries and museum shows. Has seen great public art in many places in the world. Art can tie a community together and doesn’t have to be expensive to have an impact. e. Amanda Holland – Public Arts Committee (incumbent) – working on the Jaycee Park art installation, looking toward providing art outside of City Center. Excited to get to the Arts and Cultural Plan. f. Nicole LeBrecque – Economic Development Committee – As Vice President of a construction company, spends a lot of time with municipal planners. Interested in re-purposing spaces and being part of that process. Cited the need to train people for building crafts and to take some of the burden of housing and childcare off the property tax. g. Joshua Minott – Bike-Ped Committee – A data scientist working toward a PhD. Interested in addressing “friction points” with a particular interest in crossing lights. h. Emma Shouldice – Economic Development Committee – A private lobbyist for dairy farmers, Clerk/Treasurers, Vermont optometrists. Cited the challenge of being an aging state. Said Vermont has done well attracting businesses, but housing is a critical issue for executives as well as for sales people. CITY COUNCIL21 AUGUST l 2024 PAGE 3 i. Mike Simoneau – Recreation & Parks Committee (incumbent) – Cited successes is master planning and collaboration with the Natural Resources Committee. Also cited the need to address indoor recreation needs. Noted that providing good drainage at Veterans’ Park would cost millions. Felt the committee could use more diversity. j. Megan Tedder - Affordable Housing Committee – Reviewed her service in Denver. Passionate about a housing/conservation balance and about “community building.” In her current job, she supports people going from homelessness to permanent housing. Mr. Barritt noted that Mr. Doyle’s application was received late, and the Council would not interview him in this round of applications. 5. Other Business: No other business was presented. 6. Consider entering an executive session for the purpose of discussing appointments to City Boards and Committees: Mr. Scanlan moved to enter an executive session under 1 V.S.A. Section 313(a)(3) for the purpose of discussing the appointment of public officers, inviting Ms. Baker into the session. Mr. Smith seconded. Motion passed unanimously. The Council entered executive session at 8:40 p.m. As there was no further business to come before the Council Mr. Chalnick moved to adjourn. Mr. Smith seconded. Motion passed unanimously.
