SOUTH BURLINGTON CITY – RECREATION & PARKS COMMITTEE
MEETING
July 8, 2024
The South Burlington City Recreation & Parks held a regular meeting on Monday, 8 July 2024,
at 5:30 p.m., at City Hall, 3rd Floor, 180 Market Street, and by GoToMeeting remote participation.
Members present: Mike Simoneau, Ravi Venkataraman, Cyndi Freeman, Brett Visger, Will
Sudbay, Jon Pence, Erin Buzby
Members of the Public: Mark Quinlan, Lisa Quinlan, Jovana Guarino
1. Call Meeting to Order, Changes or additions to the agenda, Comments from the
public not related to the agenda, Review of past public interactions
Simoneau calls the South Burlington Recreation & Parks Committee to order at
5:31pm.
M Quinlan reports concerns about the pickleball court in his neighborhood,
specifically citing increased traffic, noise, and inappropriate language in Syzmanski
Park. He notes that the parking lot, designed for six vehicles, is now
accommodating over 20 cars.
L. Quinlan expresses that she is affected by the disrespect and vehicle traffic from
community members that frequent the pickleball courts. She observes that the
park’s atmosphere has shifted since the introduction of pickleball at Syzmanski
Park and is very concerned about neighborhood safety.
G. Guarino voices her worries about the excessive noise levels from pickleball at
Syzmanski Park. Her additional concerns include increased vehicle noise and
overcrowded parking. She also mentions that there was no initial survey conducted
by the City of South Burlington before the pickleball courts were established.
Visger suggests that a petition would help gauge the number of residents with
concerns. He also references the upcoming Parks Master Plan, which could assist
in resolving these issues, given the forthcoming recommendations.
2. Consideration of June Meeting Minutes

Motion by Venkataraman, seconded by Visger to approve the June South
Burlington Recreation & Parks Committee Meeting Minutes. So voted.
3. Director Update/Director Report/Budget/Upcoming Calendar
Matth reviews the June & July Director Report, Budget and Upcoming Calendar for
the South Burlington Recreation and Parks Department.
4. Master Plan Discussion
Simoneau states an RFP was distributed to gauge interest for a potential consultant
to commence the Parks Master Plan for the City of South Burlington. Additional
information will be shared with the Committee in the coming months.
5. South Village Board Meeting
Matth states that City Manager Baker will be contacting the South Village HOA to
arrange a meeting to discuss the South Village Recreation Space.
6. Adjourn
Motion by Sudbay, seconded by Visger to adjourn the July South Burlington Recreation
and Parks Committee Meeting
The July South Burlington Recreation and Parks Committee Meeting was adjourned at
6:35pm.
