Hello Committee Chairs,
We look forward to seeing you tomorrow (Wednesday) evening at 5:00! As staff have had
more conversations about our committee structure, I wanted to add a few more
questions to our key questions for tomorrow. The idea is to have an open discussion on
how we best further the vision of the City.
Key questions:
How do we best establish committees that will ensure the principles and work
outlined in the City Plan 2024 get accomplished as effectively and efficiently and
with the most engagement from the community?
How do we make the best use of staff time to support this policy and community
work?
How do we ensure that volunteer committee members’ time is well spent and
aligned to the vision of the community, Council, and Plan?
How do we balance folks who want to do things (plan events, book discussions,
select art, conduct engagement efforts) vs folks who want to advise on policy?
Some committees or committee members see themselves as advocates and not
necessarily alleys to other committees. How do we balance the role of policy
advocacy and ensure we are aligning all work to the goals of the City Plan and
Council direction?
How would you like work to flow between the Council and committees?

Hello South Burlington Policy Committee Chairs and Staff Liaisons,
As you know, the City Charter, Chapter 13, Section 307, states that the Council can appoint
committees it “feels to be in the best interests of the City.” The Council established Bylaws
for Committees Established by the South Burlington City Council, outlines a series of policy
advisory committees “established by the City Council [that] serve as policy advisors to the
City Council.” In the adopted FY24 Policy Priorities and Strategies, we have a shared “may do”
priority to “consider revamping the Committee structure after the adoption of the City Plan
2024.”
In March the City Council discussed and gave me direction that with the adoption of the City
Plan 2024, we work together (staff, Committee Chairs, and perhaps others) to develop a series
of recommendations for the Council to consider that ensure that the Council’s policy advising
committees are aligned to the work of the City as outlined in the City Plan 2024.
Recommendations may include anything from keeping some or all committees as they are, to
modifying areas of responsibility, to establishing one or more new committees or merging
existing committees. Recommendations could also include improved processes for
coordinating the work between the City Council, Committees, Planning Commission, and
staff.
Key questions we will ask are:

to attend, please consider sending your Committee Vice Chair or another designee. And, feel
free to include this discussion on an upcoming agenda so you can represent the perspectives
of the full Committee!
