HomeMy WebLinkAboutMinutes - Board of Civil Authority - 10/20/2022BOARD OF CIVIL AUTHORITY 20 OCTOBER 2022 The South Burlington Board of Civil Authority held a meeting on 20 October 2022, at 6:00 p.m., in the Kevin L. Dorn Senior Center, City Hall, 180 Market Street. Members Present: C. Shaw, Chair; D. Kinville, T. Barritt, B. Nowak, B. Gross, A. Gross, C. Wagner, M. St. Germain 1. Agenda Review: Additions, deletions, or changes in the order of Agenda items: Ms. Kinville asked to add under other business the start of a discussion regarding senior voting visits. Mr. Gross asked to add the possibility of a “reward” for Ms. Kinville for having been selected as City Clerk of the Year. 2. Comments and questions from the public not related to the agenda: No comments or questions were presented. 3. Approve Minutes from 22 September 2022: Mr. St. Germain moved to approve the Minutes of 22 September 2022 as written. Mr. Nowak seconded. Motion passed with all present voting in favor. 4. Hear inspection report for 124 Technology Way: Mr. Barritt reported that the inspection team (including Ms. Riehle and Mr. Patrick Mahoney) visited 124 Technology Way on 4 October at 10 a.m. Mr. Lisk and an employee took the team through the building. 124 Technology Way is a LEED Gold Certified building with 3 stories and 54,000 square feet. The lobby features fine wood paneling which is also in evidence on other floors. The third floor consists of lower partition cubicles and work stations throughout. There are tall windows with great views and Cherrywood paneling. The second floor is similar. All lighting is LED. There is an outdoor area for employee breaks. The exterior of the building is an interesting aesthetic design. The current tenant is U.S. Customs. The inspection team found no discrepancies with information on the lister’s card. Following the report, Mr. Nowak moved that the Board meet in deliberative session. Mr. Barritt seconded. The motion passed with all present voting in favor. The Board entered deliberative session at 6:08 p.m. and resumed open session at 6:28 p.m. 5. Approve Presiding Officers and Election Officials for the November 8th election: Ms. Kinville noted that 14,000 ballots were mailed out. Only 3,000 have been returned as of this date. This suggests that the polls may be a bit busier, and the goal is to have 2 BCA BOARD OF CIVIL AUTHORITY 20 OCTOBER 2022 PAGE 2 members at each polling place. Staff from the City Clerk’s office will be at the polls to do same day voter registration. Mr. Barritt moved to approve the Presiding Officer and Election Officials for the November 8th election as presented. Mr. St. Germain seconded. Motion passed with all present voting in favor. 6. Approve list of voters removed from checklist since last election: Ms. Kinville noted that 160 names were removed from the checklist since the last election. Mr. Gross moved to approve the list of voters removed from the checklist as presented. Mr. Nowak seconded. Motion passed with all present voting in favor. 7. Set JP visit times and names of JPs assisting: Ms. Kinville suggested setting a window of time when people are available. She noted that they are currently down to one request, but requests can be taken until 5 p.m. on November 7th. Mr. Shaw suggested setting 4 November, from 10 a.m.-2 p.m. for JP visit times. A doddle poll can determine who is available. Mr. Barritt moved to set 4 November, from 10 a.m.-2 p.m. for JP visits. Mr. Nowak seconded. Motion passed with all present voting in favor. 8. Approve 28 October and 4 November for processing of ballots: Ms. Kinville said they will start at 8:30 a.m. each day for about 4 hours for most workers but running the ballots through the high-speed scanner could take longer. Processing will be done by district. She explained the process. Ms. Gross moved to approve the ballot processing dates as present. Mr. Gross seconded. Motion passed with all present voting in favor. 9. Election Training: Ms. Kinville reminded members that there are 2 ballots for this election. Voters will have to request the CSWD ballot. There will be a separate column to record those ballots. Both ballots will go into the same tabulator. The State ballot was sent to all registered voters. If a voter comes into the polls without his/her ballot, they will have to fill out a form indicating that they have not voted on the mailed ballot. BOARD OF CIVIL AUTHORITY 20 OCTOBER 2022 PAGE 3 Ms. Kinville explained the nature of the provisional ballot and when it is to be used. Poll watchers must be outside the voting area. Ms. Kinville should be notified if any poll watchers arrive. Ms. Kinville explained the 2 types of tally sheets. The second sheet contains write-ins from the pre-processed ballots. In the JP election only, if the total number of write-ins is fewer than the lowest vote getting, write-ins will not have to be enumerated. 10. Testing of new election tabulating machines: Tabulating machines were tested and found to be in working order. 11. Other business: Ms. Kinville noted there were a few senior voting visits last year and have been 2 so far this year. She questioned whether this is worth doing. This is something to think about, along with criteria. Mr. Shaw suggested going to site with higher level care residents. Members agreed to continue the discussion when more Board members are present. Ms. Kinville advised that there are 3 abatement request. Mr. Shaw decided to have the Board of Abatement meet in January. The State has a program for people who cannot afford to pay their property taxes and Ms. Kinville will send them a letter giving them the information. Mr. Gross suggested a possible “designated parking space” for Ms. Kinville in recognition of her designation as City Clerk of the Year. As there was no further business to come before the Board, Mr. Barritt moved to adjourn. Mr. Gross seconded. The meeting was adjourned at 7:50 p.m.
