HomeMy WebLinkAboutDraft Minutes - Board of Civil Authority - 08/05/2024 PAGE 1 BOARD OF CIVIL AUTHORITY 5 AUGUST 2024 The South Burlington Board of Civil Authority held a meeting on Monday, 5 August 2024, at 5:00 p.m., in the Kevin Dorn Senior Center, City Hall,180 Market St. Members Present: C. Shaw, Chair; T. Barritt, B. Gross, A. Gross, C. Wagner, D. Kinville, M. Sunderland, S. Katz, L. Smith, A. Chalnick, E. Fitzgerald, H. Rees, L. Benner Also Present: 1. Agenda Review: Additions, deletions, or changes in the order of Agenda items: Ms. Rees advised that tabulators will be tested tomorrow at 2 p.m. in the City Clerk’s office. This is a warned event, and the public is able attend. 2. Review evacuation plans in case of an emergency. Mr. Shaw reviewed emergency plans. 3. Comments and questions from the public not related to the agenda: No comments or questions were presented. 4. Approve Minutes from 20 October 2022, 31 January 2023, 13 April 2023, 6 May 2024, and 25 July 2024: Mr. Grossman moved to approve the Minutes of 20 October 2023, 31 January 2023, 13 April 2023, 6 May 2024, and 25 July 2024 as presented. Mr. Smith seconded. Motion passed with all present voting in favor. 5. Review next steps regarding issue raised by a member of the public with regard to the Open Meeting Law: Mr. Shaw reviewed the concern. BOARD OF CIVIL AUTHORITY 5 August 2024 PAGE 2 Ms. Rees said she sent information regarding the Open Meeting Law to the concerned citizen. Mr. Shaw then noted that the City’s legal department wants the concern filed with Citizen Complaints. They indicated that the BCA is not the venue for hearing this issue. Mr. Katz advised that although the citizen correctly stated the Statute, the State Supreme Court has ruled that the process used by the City for making appointments is acceptable. 6. Approve presiding officers, election officials, and election workers for State Primary Election: Ms. Kinville noted that this is the election where counting is a long process, and there is a need for more workers. Mr. Smith moved to approve the presiding officers, election officials, and election workers for the State Primary Election. Mr. Grossman seconded. Motion passed with all present voting in favor. 7. Review Election Day Schedule: Ms. Rees reviewed the changes made to accommodate people’s requests. 8. Review Job Duties for Front Desk and Tabulators Workers: Ms. Rees directed attention to the written information. She reminded members about the use of the Accessible Voting Machine. 9. Review questions raised by BCA members: Mr. Shaw asked whether there will be provisional ballots. Ms. Rees said there will. She noted that people have declared the Staples parking lot as a residence on ballots coming through the drop-off boxes. No phone number is provided. They are being put through in the district where they were received. Ms. Rees stressed that voters must vote in their correct polling location by 7 p.m. on Election Day. 17 year olds who will be 18 by 5 November 2024 are eligible to vote in the State Primary Election. Mr. Shaw asked that for the November election, the BCA review placement of signs near polling locations. Ms. Kinville noted that no free-standing signs can be placed near the entrances. 10. Other Business: Mr. Barritt reviewed WiFi availability and “hot spots.” Ms. Rees noted there have been complaints from voters regarding comments made by check-in people. She urged workers to be pleasant but make no comments about people’s names. Ms. Rees noted there will be some PPG things available. As there was no further business to come before the Board, Mr. Grossman moved to adjourn. Mr. Chalnick seconded. The motion passed with all present voting in favor.
