MINUTES
BOARD OF CIVIL AUTHORITY
6 MAY 2024
The South Burlington Board of Civil Authority held a meeting on Monday, 6 May
2024, at 5:30 p.m., in the Conference Room, City Hall, 180 Market St.
Members Present: C. Trombly, Acting Chair; T. Barritt, C. Wagner, E. Fitzgerald, L.
Benner, J. Martinez, H. Rees
Also Present:
1. Minutes of 1 April 2024:
Ms. Benner moved to approve the Minutes of 1 April 2024 as written. Mr. Barritt
seconded. Motion passed 7-0.
2. Review Hand Count Procedures:
Ms. Benner moved to approve the Hand Count Procedures as presented. Ms.
Fitzgerald seconded. Motion passed 7-0
3. Review Election Day Schedule:
Members reviewed the schedule and filled in some uncovered spaces.
4. Approve Election Day Workers:
Mr. Barritt moved to approve the list of Election Day workers as presented. Ms.
Benner seconded. Motion passed 7-0.
5. Review Procedures for how to open absentee ballot envelopes:
Ms. Rees noted that all books are accurate/printed for ballots that are in house.
When ballots are received at the front table, they should be sent to the back where
they will be opened. Those opening ballots should be sure the voter’s name is on
the envelope before taking the ballot out.

a. Ms. Rees advised that Margaret Sunderland and Donna Kinville have
been appointed as Justices of the Peace to replace Ben Potter and Bob
Nowak.
b. Mr. Barritt said that last time there was a District Administrative person
who was upset about people coming in the front door instead of the side
door at Chamberlain. He suggested better signage. Ms. Rees said there
are A-frame signs and parking lot signs. Aside from those, she will do
whatever people feel is appropriate.
c. If the school budget does not pass at this election, Ms. Rees said she
would reach out to the Superintendent to coordinate if there is to be a
quick “turnaround vote.”
As there was no further business to come before the Board, Ms. Wagner
moved to adjourn. Ms. Fitzgerald seconded. The motion passed 7-0. The
meeting was adjourned at 5:50 p.m.
