Thanks Marla. I'm all set with the path detail. How could I have missed a path detail in Exhibit 190A
labeled EPSC and Tree details ϠϡϢ
On a related note, I'm going to forward you an email I sent to others at DPW with some thoughts on
developing a path spec for inclusion in the DPW standards. I'd be happy to consider any thoughts that
you have on this. My goal is not to overcomplicate it, but you know how this goes...
Hope you enjoy your long weekend!

Hi Tom, Marisa,
The applicant has provided two things that I need your assistance with in response to the Board’s review on 7/2.
1. Path detail as requested in (4) below. – see Plan “Exhibit 190A D-12 EPSC and Tree Protection Details 07 08
24”
2. Stormwater basis of design and computations. – see file “Exhibit 049 Stormwater Computations and basis
of design capacity analysis 07 08 24”
Can you please review these materials and provide feedback as to whether your comments are met by 7/24?
Thanks,

Marla,
I'd like to offer the following comments:
2
The proposed project must be constructed in accordance with South Burlington DPW Standards
and Specifications.
The applicant has a responsibility to review and understand City policy regarding future transfer
of infrastructure. At this stage in the review process, we can determine if a piece of infrastructure
could be eligible for transfer in the future, but this does not guarantee that a transfer will take
place, nor does it require the City to accept infrastructure that does not meet our standards.
Information regarding transfer of infrastructure can be found in the DPW Standards and
Specifications, and in City ordinance related to stormwater and wastewater. Finally, we
recommend that all property covered by the State stormwater permit be part of a homeowners
association that has authority to make decisions and transfer land.
Confirm that the HOA will retain ownership of the subdivided lot 18.
Provide a detail for the circuit training path and any other paths that are proposed to be located
on property or in easements that may be transferred to the City.
I think I've limited comments to the changing items, and provided some new "big picture" comments that
are becoming increasingly relevant. Let me know if I'm outside those parameters.

Subject: SD-24-12 O'Brien Eastview amendment - technical review
Hi folks,
O’Brien has submitted their combined preliminary and final plat application to enact the changes reviewed as a
sketch plan application by the Board earlier in the year. This includes adding back the 14 units on O’Brien Farm
Road Extension, adding in the battery storage area, and replacing 2 single family homes with four “cottage” (also
detached single family) homes. They’re also proposing some modifications to how completion of a phase is
measured. It’s a LOT of material (like usual), and I’m doing my best to sort it all out. Your best bet to understand
what is proposed to change is probably unfortunately to skim the 15 page cover letter.
Project description:
Preliminary and final plat application #SD-24-12 of O’Brien Eastview LLC to amend a previously approved
plan for a planned unit development of 155 homes in single family, duplex, and three-family dwellings on
eleven (11) lots totaling 23.9 acres, twenty-four (24) commercial development lots totaling 39.8 acres, and
25.2 acres of undeveloped or recreational open spaces. The amendment consists of subdividing a 0.17 acre
lot for the purpose of a battery storage microgrid in an area previously approved for open space, adding 14
units in two-family homes, replacing two large single-family homes with four detached cottage style units,
modifying the approved phasing, and other minor amendments, 500 Old Farm Road.
