PPARIsmn�-� The Air Traffic Control Tower is the focal point on the airport for safe control of aircraft operating in the designated airspace area and within the surface maneuvering area. The control tower must provide the air traffic controller with: a. Maximum visibility of airborne traffic patterns. b. A clear unobstructed and direct view of the approach to the ends of all the runways and landing areas. c. Complete visibility and adequate depth perception of all airport surface areas utilized in aircraft movements. d. A control tower cab sufficient in size and equipment consoles to safely control medium level activity air traffic. By establishing a control toner which will provide the air traffic controller with the criteria outlined in a, b, c, and d above, the overall safety of the area on and surrounding the airport will be enhanced and an orderly use of the controlled airspace will be possible. 1-0 Description: The control tower shaft height will be 77-feet and will be nonfunctional except for a minimal amount of mechanical and electronic equipment space. The control tower cab will be on top of the shaft and contain approximately 400-square feet. The base building will be located adjacent to the control tower shaft and contain approximately 6200-square feet of technical and office space. The location of the facility was selected in accordance with the FAA siting standards Order 6480.41 Airport Traffic Control Tower Siting Criteria, and Environmental Considerations. 4.0 The Probable Impact of the Proposed Action on th Pnvironn�nf; a. Noise. No change in the noise level will result from the establishment of the control tower. b. Air Ouality. No change. C. Social Impacts. No social impacts will result from this action. d. Induced socio-Economic Impacts. It is anticipated that staffing of the proposed tower will consist of approximately 25 people. Under normal operating conditions approximately nine people would be operating the facility, which would be providing 24 hour service. These operating hours would be subject to variation as traffic density demanded. e. DOT Section a(f). The land to be used for this facility is property owned by the airport and does not fall in the DOT Section 4(f) category. f. HiGtorical and Ar_haeolocical Sites. There will be no affect on any district, site, building, structure or object that is included in the National Registry of Historic Places and does not affect the preservation of any historic or archaeological data. g. Flood Hazard Evaluation. No flood hazard problems will be encountered. h. Wetlands. The proposed project does not involve control, modification, impoundment, diversion or channel deepening of streams or other bodies of water. i. Coastal Zone Management Programs, The site is not within an area controlled by a coastal zone management program. j, Fnimrqv s�1: and Natural Resources Deveronment. This facility will consume approximately 180,OOOKW hours per year which is primarily for heat and light. The tower has been designed using energy saving insulation to reduce consumption to a minimum. Electronic equipment will be solid state and overall consumption of energy will be at a minimum for the equipment. There will be no affect on the production of energy and other natural resources except for an insignificant use of labor and materials. k. Construction Impacts. The physical construction of the tower will increase the ambient noise level and introduce particulate and gaseous by-products into the air for short periods of time. This should not adversely affect the local environment. Local traffic will not be disrupted except as required for delivery of construction materials. 1. wildli fA and Waterfowl. The proposed project will not cause any chancre in the overall wildlife carrying capacity of the land surrounding the proposed site. m. EnAangered and Threatened Species of Fauna and Flora. The proposed tower will have no affect. n. LQht Emissions. The tower and base building will contain interior lights and the parking area will have a limited number of overhead lights. These lights should not adversely affect aircraft operations. o. Visual Tm!2a s. Color for the tower will be selected to blend harmoniously with the existing area buildings, and the base building will be brick to match existing buildings. p. Solid Waste Impacts. After completion of daily construction an insignificant quantity of solid waste will result. This waste will be periodically disposed of by local carting companies. ,_n Actions to Minimize Unavoidable Adverse Effects: The adverse affects of the establishment and operation of the proposed new control tower are minimal. No fossil fuel emissions will result except for minor quantities during construction. The tower will be constructed so as to cause little or no adverse visual impacts. 6.11 Alternatives to the Proposed Action: 6.1 Alternate Sites - The siting requirements as listed in FAA Order 6430.4 could -be met most completely on the west side of the airport in the vicinity of the existing FAA facility. In all, ten potential sites were examined. It was determined in the siting report that the selection of site J would best meet both the siting criteria, Order 6480.4, and airport requirements. 6.1 Do Nothing - By not establishing the control tower, the users would be denied the added safety which the facility will provide. 7_n T'hP R lationship Between Local Short -Term Use of Man's F.nvi rnnr^.snt And Hip Maintenance and Enhancement of Lonc-Term Productivity: Any adverse environmental impact due to the establishment of this control tower would not be significant, whereas the benefits to aviation in the area and the safety provided will be continuous for the life of the facility. I 1 8.0 Any Irreversible and Irretrievable Commitments of Resources: The labor expended, and the construction materials consumed are irretrievable commitments of our resources. All other actions are reversible. 9.0 Other Considerations: Notification of the proposed project has been submitted to state area clearing houses and to local State and Federal' agencies for A-95 review. No adverse comments were received. 10.0 Conclusion: After a careful review of the proposed action to establish an Air Traffic Control Tower at Burlington International Airport, Burlington, Vermont, it is the opinion of the undersigned that pertinent environmental factors have been assessed and adequately documented; that the action is not a major federal action which significantly affects the quality of the human environment and that it does not require an environmental impact statement within_ the context of FAA Order 1050.1D, Policies and Procedures for Considering Environmental Impacts.
