The application seeks administrative approval for proposed modifications to the site plan. The following materials are attached to assist in your review of the requested amendment: • Application for Administrative Site Plan Review. • Civil site plans (including C001, C002, C100, C101, C102, C103, C104, C500, C501, and C502). • Lighting Plan (LP100) showing existing and new site lighting. • Cutsheet for proposed canopy downlights. • Vermont DEC Email. The required application fee of $153 has been paid through the City’s online portal. Project Description The proposed modifications include the addition of eight downlights at the building canopies. The attached Lighting Plan (LP100) shows both existing and new exterior site lighting, with the new downlights designated as fixtures F16 on the plan. Additionally, the Applicant proposes installing a 1,000-gallon storage tank on the south side of the building to collect snowmelt and rainwater from vehicles in the customer drop-off bays via interior trench drains. Originally, these drains were to connect to the existing oil/grit separator (OGS) on the north side of the building, but the project team has since concluded that there is insufficient slope for proper discharge to the OGS. Therefore, the team proposes installing an ENGINEERING VENTURES, PC 414 Union Street, Schenectady, NY 12305  Tel: 518-205-9141 underground holding tank to collect the snowmelt, which could then either be pumped out via vacuum truck or manually pumped to the OGS using a sump pump. The Vermont Department of Environmental Conservation, Drinking Water & Groundwater Protection Division indicated that since the snowmelt does not meet the definition of “wastewater,” the installation of a holding tank to collect interior trench drain discharge does not require a Water/Wastewater permit. A copy of the email correspondence is attached. Some minor pipe routing changes have been included in the revisions to accommodate the storage tank and revised interior plumbing. The site plan has also been updated to show a minor expansion of concrete sidewalk areas on the south and north sides of the vehicle showroom to allow for display vehicles to be moved in and out of the showroom through bifold windows. While the planned landscaping layout will be impacted by this minor change, the number of plants will be maintained, being shifted to fill in the area between the showroom and the exterior vehicle display. There are no proposed revisions to the architectural plans. No waivers or variances are requested.
