OTHER STANDARDS
13.03 Bicycle Parking and Storage
This regulation requires one short-term bicycle parking space for every 5,000 square feet of
gross floor area for this use. The property has several buildings, totaling 112,453 square feet
GFA, and therefore is required to provide short-term parking spaces for 22 bicycles. As per
Section 13.03.B(1)(a), the applicant must meet at least 50% of the short-term bicycle parking
requirement as part of the first Site Plan Amendment and meet 100% of that same requirement
as part of any subsequent Site Plan Amendments. This is the first site plan amendment since
the rule was implemented. As such, the applicant must provide 11 total short-term bicycle
parking spaces to meet 50% of the total requirement. The applicant is proposing to install six
inverted-U bike racks, providing 12 short-term bicycle parking spaces. The Administrative
Office finds this criterion met and notes that the applicant must provide 10 additional bike
parking spaces at the time of the next Site Plan application in order to fully meet the bike
parking requirement.
13.04.I Landscape Maintenance
Per Section 13.04.I, “All planting shown on an approved site plan shall be maintained by the
property owner in a vigorous growing condition throughout the duration of the use”. The
applicant is proposing to move five plants from a parking lot island that now contains a utility
box associated with EV chargers to a more prominent location on the property. The
Administrative Officer finds that this relocation of landscaping features does not reduce the
value of the landscaping features provided on the property and is therefore an allowable
modification of the previously approved landscaping plan. The Administrative Officer finds that
the utility box is effectively screened from the public right of way by site topography, and
therefore requires no specific or additional screening – as such, no fencing or landscaping is
required to be installed.
13.04.B(7) Snow Storage
Per Section 13.04(B)(7), “snow storage areas must be specified and located in an area that
minimizes the potential for erosion and contaminated runoff into any adjacent or nearby
surface water.” The snow storage areas are indicated on the site plan. The Administrative
Officer finds this criterion met.
13.07 Exterior Lighting
Per Section 13.07.A, exterior lighting “shall have such shielding as will direct the light
downward and will prevent the source of light from being visible from any adjacent residential
property or street”. There are no lighting impacts proposed as part of this application.
Traffic Impacts
The proposed site amendments will not constitute an increase in traffic generation, and
therefore the proposed change of use does not generate any new traffic impacts.
Water & Wastewater Allocation
The proposed site amendments will not constitute an increase in wastewater generation, and
therefore the proposed change of use does not require any additional wastewater allocation.
DECISION
Based on the above Findings of Fact, the Administrative Officer hereby approves site plan
application #SP-24-25 of Heritage Automotive Group, Inc., subject to the following conditions:
1. All previous approvals and stipulations shall remain in full effect except as amended herein.
