HomeMy WebLinkAboutMinutes - Board of Civil Authority - 04/01/2024 PAGE 1 APPROVED MINUTES BOARD OF CIVIL AUTHORITY 1 APRIL 2024 The South Burlington Board of Civil Authority held a meeting on 1 April 2024, at 5:30 p.m., in the Auditorium, City Hall, 180 Market St. Members Present: C. Trombly, Acting Chair; H. Rees, T. Barritt, B. Gross, A. Gross, C. Wagner, M. Scanlan, L. Smith, A. Chalnick, L. Benner, E. Fitzgerald Also Present: 1. Agenda Review: Additions, deletions, or changes in the order of Agenda items: Ms. Rees asked to add to Other Business verifying contact numbers for BCA members and review of additions to the checklist since the last election. 2. Comments and questions from the public not related to the agenda: No comments or questions were presented. 3. Approve Minutes from 26 February 2024: Mr. Gross moved to approve the Minutes of 26 February 2024 as written. Ms. Gross seconded. Motion passed 9-0 with Mr. Scanlan and Ms. Fitzgerald abstaining. 4. Review Hand Count Procedures for 4 April 2024 Election: Ms. Rees advised that tabulators will not be used for the 4 April election. When the polls close, 4 officials will do the count in pairs of 2. Fifty ballots should be separated into “yes” and “no” piles. One person will then count the ballots in each pile. Then the other person will count them to confirm the count. During the count, members of the public will be allowed to observe the process. BOARD OF CIVIL AUTHORITY [DATE] | PAGE 2 There will be no pre-processing of mail-in or other early ballots. When these ballots arrive at the appropriate polling places, the voters will have to be checked off the voter checklists. This should occur at the start of the day. Mr. Barritt moved to approve the 4 April 2024 election process. Mr. Gross seconded. Motion passed with all present voting in favor. 5. Review Election Day Schedule: Ms. Rees noted times during the day when there weren’t 2 BCA members scheduled. Mr. Trombly and Mr. Barritt indicated they were free all day to fill in where needed. Other members filled in some of the open time slots. 6. Approve Election Day Workers: Mr. Barritt moved to approve the list of Election Day workers. Ms. Chalnick seconded. Motion passed with all present voting in favor. 7. Review the Process for Opening Absentee Ballots: Ms. Rees ballots should be checked off the checklist before being opened. Ballots should be kept face down when removed from the envelopes.. Ms. Rees showed an example of what the checklist will look like and explained the different columns. She also noted that the Clerk’s office will be open until 4:30 p.m., and people can bring in ballots up to that time. Those ballots will be delivered to the appropriate polling places. 8. Other Business: Members were asked to verify their contact information. Members then reviewed additions to the checklist since the last election. Ms. Rees noted those people will be on the checklist. Mr. Chalnick moved to approve the list of additions to the checklist. Mr. Gross seconded. Motion passed with all present voting in favor. Ms. Rees noted that there is the possibility of a storm on Wednesday/Thursday which may affect voter turnout. She also noted that school will be in session but mainly for conferences and only for half a day in the elementary schools. She then reviewed the entrances and exits that will be used at various schools and reviewed how and where signs may be placed. She noted there will be a bake sale inside the Chamberlin door. BOARD OF CIVIL AUTHORITY [DATE] | PAGE 3 Mr. Chalnick questioned why fewer polling places can’t be used. Ms. Rees said that is a subject for a future discussion. As there was no further business to come before the Board, Mr. Barritt moved to adjourn. Ms. Gross seconded. The meeting was adjourned at 6:12 p.m.
