Approved Minutes
BOARD OF CIVIL AUTHORITY
2024
The South Burlington Board of Civil Authority held a meeting on 26 February
2024, at 6:30, p.m., in the Senior Center, City Hall, 180 Market St.
Members Present: C. Shaw, Chair; C. Trombly, T. Barritt, B. Gross, A. Gross, C.
Wagner, L. Benner, A. Chalnick, L. Kupferman, H. Rees
Also Present: D. Kinville, P. Taylor, L. Holcomb
1. Agenda Review: Additions, deletions, or changes in the order of Agenda
items:
No changes were made to the Agenda.
2. Review evacuation plans in case of an emergency:
Ms. Rees reviewed emergency plans.
3. Comments and questions from the public not related to the agenda:
No comments or questions were presented.
4. Approve Minutes from 13 April 2023:
It was noted that on p. 2, the date of the 2024 State Primary should be 13 August.
Mr. Trombly moved to approve the Minutes of 13 April 2023 as amended. Mr.
Barritt seconded. Motion passed with all present voting in favor.
5. Approve presiding and election officials for 5 March 2024 election:
Mr. Barritt moved to approve the list of presiding and election officials for the 5
March 2024 election, correcting the spelling of Mr. Trombly’s name. Mr. Trombly
seconded. Motion passed with all present voting in favor.
Ms. Rees then presented a list of 14 additional names of poll workers as follows:

Mr. Gross moved to add the following names to the list of poll workers for the 5
March election. Mr. Chalnick seconded:

M. Rees

The motion passed with all present voting in favor.
6. Approve list of voters removed from checklist since the last election:
Mr. Gross moved to approve the list of voters removed from the checklist since
the last election. Ms. Gross seconded. Motion passed with all present voting in
favor.
7. Election Training:
Ms. Rees noted that there will be no high-speed counting for this election, so the
tally from the pre-processing will carry over to election day.
Ms. Kinville then explained the nature and process for provisional ballots.
Ms. Rees stressed that all ballots should be handled face down and that those
who are working at the tabulators should stand back far enough so as not to be
viewed as looking at what a voter has voted for.
At the end of the night, doors should remain open so anyone wishing to see the
tabulating process can do so. Ms. Rees stressed that tally sheets should be filled
out completely. Local and Presidential ballots should be bagged separately.

Should there be any technical issues, there will be an IT person on-call throughout
the day and evening.
On local ballots only, write-ins do not have to be enumerated if the total number
of write-ins is less than the highest vote getter’s total. Write-ins must be listed on
the Presidential tally sheets.
Ms. Rees noted that the School District is talking about a potential revote should
the budget fail. They are suggesting 23 April when children will be out of school.
Ms. Kinville said the BCA will have to decide whether to use machines for the
revote or have a hand-counted paper ballot.
Ms. Rees also asked for JP volunteers to deliver 2 ballots to home-bound voters
and to be available should other requests come in through Monday evening. Mr.
Shaw and Mr. Chalnick volunteered.
Ms. Rees also asked for volunteers to come in for the pre-processing session on
Friday morning. Mr. Shaw, Ms. Wagner, Ms. Benner, and Mr. Chalnick
volunteered.
8. Logic and Accuracy Testing of Tabulators:
Members tested all tabulators.
9. Review of election tabulating machines and seals applied:
Tabulating results were checked and seals were applied to all tabulators.
8. Other Business:
No other business was presented.
As there was no further business to come before the Board, the meeting was
adjourned by common consent at 8:10 p.m.
